Maintenance (optional). The MILSATCOM Terminals Program Office is
seeking commercial off-the-shelf (COTS)/non-developmental item (NDI)
AC/DC Power Adapters (herein referred to as the adapter) for use with
Ultra-High Frequency (UHF) satellite communications (SATCOM) terminals
in Air Force fixed-site and transportable ground tactical operations.
The adapter shall be electrically and physically compatible with
Receiver/Transmitter (R/T) types, specifically the AN/PSC-5A and the
Multi-Band, Multi-Mode Radio (MBMMR) manufactured by Raytheon Systems
Corporation-Fort Wayne, IN. When equipped with an internal rechargeable
battery, the adapter shall provide uninterruptible power to the R/T in
situations where input AC or DC power is interrupted. As an objective,
the internal battery type shall be one that is available within the
military supply chain. DC output characteristics of the adapter include
regulated 24 VDC nominal output (objectively +5,-0 VDC) at sufficient
current to operate the specified R/Ts at rated transmit power, and as
an objective at such output current without the need for an internal
battery. As a minimum, with normal input power, it shall be possible to
support R/T operation at maximum transmit power on a continuous basis
for at least 1 hour without completely discharging the internal
battery. Input power shall be either AC or DC, prioritized on AC if
both are present. AC input characteristics shall range from 95 to 130
VAC, 47 to 440 Hz or 95 to 240 VAC, 47 to 63 Hz. DC input
characteristics shall range from 11 to 33 VDC. The adapter shall
completely recharge the internal battery in 4 hours or less. An
auxiliary output of 24 VDC nominal at up to 1 Ampere shall be provided
through a separate connector. As an objective, this connector will
interface directly or through a short adapter cable with a type
MS3116F8-2P cable plug (pin A +24 VDC, pin B Ground) as used with
ancillary equipment. Input and output circuits shall include EMI
filtering, with objective EMI performance levels compatible with
appropriate line conducted, line emission and radiated requirements of
MIL-STD-461E. Protection for over-temperature, and output over-voltage
and short-circuit conditions are desired features. The AC input line
shall be protected by circuit breakers or fuse. DC input voltage surge
suppression capability shall be at least 100 V, and objectively
compatible with MIL-STD-1275. Physical dimensions shall be compatible
with the specified R/T(s) battery side interface (nominally 9.2 x 2.9
inches) by 8.0 inches maximum depth. Weight (less internal battery)
shall be less than 4 pounds. Environmental capabilities shall include
an operating temperature range of -30 C to +55 C, with -30 C to +70 C
as an objective, and a non-operating range of -40 C to +70 C. The
adapter shall physically interface to the specified R/Ts with two
over-center latches. When mated with an R/T with sealing gasket, the
adapter shall not leak under 3feet immersion in seawater. Other
environmental characteristics shall include operation in up to 95%
relative humidity, including condensation, operating altitude of 15,000
feet and non-operating altitude of 40,000 feet, and sand and dust
environments. Cooling shall be by free convection only. Items to be
supplied with the adapter include internal battery, AC/DC input cabling
(AC input termination in grounded North American style line plug, and
DC input termination as insulated plug or clip), and an operation and
maintenance manual. When calling, be prepared to state name, address,
and solicitation number. Respondents to this synopsis/solicitation
should identify whether they are a large or small business and provide
their company's name, address, telephone number, and a Point of
Contact (POC). Any proprietary information submitted should be
identified as such. The Government will not reimburse respondents for
any cost associated with submission of the information being requested
or reimburse expenses incurred to interested parties for responses to
this synopsis. An Acquisition Ombudsman, Colonel Steven H. Sheldon,
Director, Commander's Staff, has been appointed to hear concerns from
offerors or potential offerors during proposal development. You should
