Anticipated Period of Performance: 27 Months total, consisting of 18
months of Phase I tasks, and 9 additional months for the optional Phase
II tasks. The offeror may propose an alternate duration for each of the
two phases. However, the proposed duration of the individual phases and
overall effort must be commensurate with the Government funding profile
for the ADSTOP program as defined in Paragraph C(4) of this PRDA. (2)
Expected Award Date: The estimated Phase I award date is 30 June 2000,
with an effective start date of not later than 15 August 2000. (3)
Type of Contract: The Government anticipates awarding a single
cost-plus-fixed-fee (CPFF) contract for Phase I, with a CPFF option for
Phase II. (4) Government Estimate: The total contract cost (in then
-year dollars) to execute both phases (i.e., Phase I and Phase II) must
not exceed $3.5M. (Ref. Paragraph D(3) of this announcement). (NOTE --
The Government anticipates that the ADSTOP program then-year-dollars
profile for funding available for the ADSTOP contracted effort will be
as follows: FY00 -- $0.562M, FY01 -- $1.495M, and FY02 -- $1.443M.
However, this statement shall not be interpreted as an obligation on
the part of the Government to fund the ADSTOP program at the stated
annual levels.) The government has also set aside $0.795M to cover the
cost of testing (e.g., sled testing, endurance vibration testing,
flight testing, etc.) to be conducted at government test facilities and
ranges. Those anticipated government borne test costs by FY are: FY00
-- $0.0M, FY01 -- $0.120M, and FY02 -- $0.675M. To help reduce total
costs for this program, the Government may determine that some proposed
contract effort could be more economically executed with Government
resources and may enter into negotiations to accomplish this objective.
Potential areas of effort for such negotiations include hydrocodes
analysis and effectiveness analysis. (5) Government Furnished Property
(GFP), Facilities and Test Support: Except as otherwise noted in this
paragraph, it is the offeror_s responsibility to identify all
resources (i.e., hardware, equipment, facilities and support) needed to
execute the contract in a timely and cost effective manner, whether the
resources are contractor-owned and furnished, or Government-owned and
furnished. The only exception to this requirement is the Government
will provide WCMD tail kits and WCMD telemetry kits as GFP. The offeror
may request that the government provide empty TMD's and fuzes as GFP;
or he may propose to provide the TMD's and fuzes as a part of his
proposed effort. The Government will also assist in providing other GFP
or facilities as appropriate and if available. The offeror_s proposal
shall not propose or assume the right to use any Government-owned
resource, except as noted in this paragraph, unless he has prior
written confirmation from the Government PCO that those resources will
be available for his use. Therefore, the offeror should forward a
detailedlist of Government resources that he wishes to include in his
proposal to the PCO not later than ten (10) days after the date of
publication of this PRDA. The Government will determine the
availability of the resources and then notify the contractor within
five days, as to whether the request has been approved or disapproved.
(6) Size Status. This acquisition is full and open competition.
However, the appropriate SIC code is 8731 with a small business size
standard of 500 employees. (7) Notice to Foreign Owned Firms: A
determination has been made for this solicitation, that all foreign
participation at the prime contractor level will be prohibited. D --
PROPOSAL PREPARATION INSTRUCTIONS: (1) General: Proposals submitted in
response to this announcement must include Phase I and a priced option
for Phase II. A written technical and cost proposal, submitted in
separate volumes, is required. Volume 1 should provide the technical
proposal addressing both Phase I and Phase II of the program, and
Volume 2 shouldaddress the price and cost details of the proposal for
both phases of the program. Offerors should apply the restrictive
notice prescribed in the provision at FAR 52.215-1(e), _Instructions to
Offerors-Competitive Acquisition_ (Feb 2000), to trade secrets or
privileged commercial and financial information contained in their
proposals. Offerors should consider instructions contained in the
_Proprietary Information_, and _When and How to Submit_ sections of the
AFMC Pamphlet 64-101, _Unsolicited Proposal Guide_, which can be found
at
"http://www.afmc-mil.wpafb.af.mil/pdl/afmc/pam/64series/64_101/64-101.
pdf". AFMC Form 190, Policy Agreements does not apply to Program
Research and Development Announcements. Additional proposal questions
should be directed to one of the points of contact listed in Part F.
Potential offeror_s should forward their request for the Annexes 1, 2,
3, and 4 of this PRDA to the Government in strict accordance with the
requirements of Paragraph F(5) of this PRDA. (2) Technical Proposal:
The Volume 1 technical proposal shall include, as a minimum: a
statement of work suitable for contract incorporation; the offeror_s
technical approach for the entire program; risk management procedures
to be applied to the program; identification of key personnel,
resources, and critical subcontractors; hardware and data deliverables;
a proposed program schedule including deliveries for the entire
program; and a summary of relevant past and present performance of the
proposing corporate division only. In his technical proposal the
offeror shall propose and elaborate upon a specific ADSTOP warhead
Baseline Design. The offeror must provide sufficient technical
discussion and technical detail to establish the soundness of the
proposed approach; provide an adequate basis for assessing program
technical cost and schedule risk; and form a sound basis for the cost
proposed in Volume 2. To that end, the proposal shall address all
aspects of the Baseline Design including but not limited to, payload
component design, payload integration, payload expulsion and dispersal,
payload survivability, proposed affordability approach, payload
effectiveness, proposed TMD design modifications (if any), comparison
of ADSTOP warhead and standard TMD mass properties, and the ability of
the ADSTOP warhead to accommodate the structural loads associated with
carriage and delivery from the F-16, when employed with a WCMD guidance
kit. The proposal shall also identify and discuss the suitability of
the various modeling and analysis tools that the contractor proposes to
use during the ADSTOP program to accomplish the ADSTOP hardware design
and effectiveness trades. Proposals failing to provide adequate
technical detail and discussion will be considered technically
unresponsive to this PRDA. The technical proposal shall also include an
abbreviated overall test plan, with a supporting test matrix and
discussion, which identifies all contractor conducted testing proposed
for Phases I and II. To facilitate timely completion of the pre-award
surveys, offerors are requested to identify their own and
subcontractor facilities and personnel, if any, to be involved in
handling of explosives and other hazardous materials and the level of
explosives/hazardous materials proposed. (3) Cost Proposal: Adequate
price competition is anticipated. The Volume 2 cost proposal must
include as a minimum a man-hour breakdown by task, a cost element
summary including labor, overhead, travel, G&A, etc. for the basic
contract, Phase I and data, and the option for Phase II and data, and
an expenditure schedule for the entire program. The Phase II option
shall be proposed as a contract line item for Fabrication and a
separate contract line item for Flight Testing for the most probable
quantity of 5 and the prices, with explanation (i.e., pricing curve,
cost estimating relationships, etc.), for the variable quantities of 5
through 10. The proposed cost of the contracted effort shall be
presented as Volume 2-A. Volume 2-A shall separately identify any costs
associated with data rights. Volume 2-A shall also separately identify
the total proposed costs associated with implementation of the
affordability tasking of Paragraph B(8) of this PRDA. Volume 2-A shall
include the proposed cost for fulfillment of the ADSTOP contractor's
own responsibilities under the terms of the Associate Contractor
Agreement (ACA). It shall not include any proposed costs incurred by
Lockheed Martin Co. in fulfilling their responsibilities under the
terms of the ACA. It is anticipated that a significant amount of the
work performed under the ADSTOP contract will be classified. The
offeror should therefore, consider, and reflect in his proposal, the
cost impact that security will have on all aspects of his proposed
effort. (Note: There may be differences between the classification
levels for material submitted in the offeror_s proposal in accordance
with the interim SCG (i.e., the _Agent Defeat Warhead Technology SCG_),
and the level of classification identified for the same material in the
draft ADSTOP SCG. In such instances, the ADSTOP SCG shall still be used
in determining the proposed security-related costs.) It is the
offeror's responsibility to identify any Government owned equipment,
facilities, and support required for the execution of the ADSTOP
program. Except as noted below, it is the offeror_s responsibility to
generate/obtain and include in Volume 2-B estimates for the cost of
Government Furnished Property (GFP), and all costs incurred by the
government that are associated with providing the equipment, facilities
and support necessary to meet the contractor_s testing requirements.
All proposed costs should be presented in then-year-dollars. (Note: The
exceptions to these requirements are: (a) WCMD guidance kits and WCMD
telemetry kits will be treated as cost free GFP; (b) the cost of up to
two sled tests at the Eglin AFB Sled Track will be treated as cost
free tests, (c) the cost of any endurance vibration tests conducted at
a government environmental test facility will be treated as a cost
free tests; (d) subject to PCO approval, selected tests conducted at
certain AFRL/MN controlled test sites will be treated as cost free; and
(e) the Government support necessary for the conduct of the flight test
program outline in Annex 4 of this PRDA will be treated as cost free.
The term "cost free" as used in the preceding sentence shall be
understood to mean that such costs will not be counted when assessing
whether or not the offeror's proposal is in compliance with the $3.5M
contract limit, as defined in Paragraph C(4) of this PRDA. However, as
specified in Paragraph E of this PRDA, such costs will be a
consideration in determining the total cost to the Government of
offeror's proposed program.) When requesting cost estimates for test
support (other than listed above as free) from Government test
organizations, the offeror should clearly state that the ADSTOP
program_s Government sponsor, AFRL/MNMI, will make payment directly to
the supporting Government test organization. The offeror should also
ensure that the estimated Government test costs account for projected
Government inflation rates over the duration of the program.) (4) Page
Limitations: Volume 1 should be limited to a total of 75 pages,
including resumes, charts, figures, tables, etc.. The proposed SOW and
CDRLs may be included as an appendix of not more than 50 pages. The
Government reserves the right to remove and return to the offeror any
excess pages before evaluation starts. Cost proposals have no page
limitations, however, offerors are requested to keep the cost proposal
to 50 pages as a goal. A page is defined to be one side of an 8.5x11
inch piece of paper with information on it. Minimum print size is 10
point type, or 12 pitch, with line spacing of not less than one and one
half for the typeface used. Proposals shall be submitted in an original
and 5 copies. All responsible sources may submit a proposal that shall
be considered against the criteria set forth herein. Authorization for
limited reproduction and dissemination within Government agencies and
National Laboratories is requested. (5) Preparation Costs: The cost of
preparing proposals in response to this announcement is not considered
an allowable direct charge to any resulting contract, or any other
contract. It is, however, an allowable expense to the normal bid and
proposal indirect cost specified in FAR 31.205-18. Offerors are advised
that only the Contracting Officer is legally authorized to
contractually bind or otherwise obligate the Government. The US Air
Force reserves the right to award one or none contracts based on the
proposals received in response to this announcement. If selected for
possible award, the offeror will be required to submit a Small, Small
Disadvantaged, and Women-Owned Small Business Plan within ten (10) days
of notice. E -- Basis for Award: Award Evaluation Criteria: The
selection of none or one source for contract award will be based on
evaluation of the proposals in response to this PRDA to determine the
best value potential for the entire program. Proposals will be
evaluated as received using the following areas and factors. No other
evaluation criteria will be used in selecting the best proposal.
Technical and Cost Area information will be evaluated at the same time.
The Technical Area will be considered of higher priority than the Cost
Area. The factors under the Technical Area, listed in decreasing order
of importance, are: (a) Soundness of Technical Approach and Compliance
with Requirements, (b) Understanding the Problem, and (c) Relevant
Past and Present Performance. The Soundness of Technical Approach and
Compliance with Requirements factor will consider and evaluate the
technical merits and risks as related to design, development and test
of the offeror_s proposed ADSTOP warhead. It will also consider the
potential of the proposed approach for meeting and/or exceeding the
requirements identified in Paragraph B of this PRDA. As a part of
determining the best value potential for the entire program, the
government will consider both the potential robustness of the ADSTOP
Baseline Design, and the degree of payload design maturation the
contractor proposes to demonstrate during his test program. Robustness,
as used herein, shall be understood to be a measure of the extent for
which the proposed ADSTOP Baseline Design has the potential for being
effective against the broadest possible spectrum of potential C/B soft
targets. Maturation as used herein, shall be understood to include the
measure of the extent to which affordability will be addressed and
engineered into the proposed ADSTOP Baseline Design. A proposal which
is deemed by the Government as meeting performance requirements and
having the best potential for successfully flight demonstrating
affordable, "near-production-ready" hardware, without exceeding the
maximum allowable cost specified in Paragraph C(4) of this PRDA, may be
considered as offering higher potential value to the government than a
proposal which proposes to accomplish the flight test with less mature
designs and hardware. Under the Cost Area, the Cost Proposal will be
evaluated for reasonableness and realism. For evaluation purposes only,
Phase II Fabrication and Flight tests shall be evaluated based on a
most probable quantity of five (5) flight test units and support of
four (4) flight test missions. Also, variable quantity prices will be
evaluated for consistency. The total cost to be evaluated will include
the cost of performing the contract, the cost of Government support,
and any other offsets for GFP and/or acquisition of data rights. F --

(3) Ombudsman: An Ombudsman has been appointed to address concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Matters of a routine or administrative nature
concerning this acquisition should not be addressed to the Ombudsman
