Tank-automotive and Armaments Command in conjunction with the
Communications and Electronics Command is issuing a broad agency
announcement to solicit submissions for critical/unique component
technology that may provide or enhance a near, mid or far term solution
to the landmine alternative effort. These items are looked upon to
enhance the DoD Landmine Alternatives Track 3 effort. Component
technologies solicited shall enhance a current or future systems
ability to rapidly identify ground threat activity, provide targeting
information and deliver precision munitions onto the target. Solutions
may include, but are not limited to, advanced sensors, command,
control and communications components, mechanisms to improve ground to
ground munition guidance, means of moving small ground sensors and
munitions a limited distance, aided target recognition algorithms, and
other improvements to direct and indirect weapon systems. The U.S.
Army Office of the Program Manager for Mines, Countermines and
Demolitions has been tasked by DoD to execute the concept exploration
BAA of the Track 3 effort. The U.S. Army Tank-automotive and Armaments
Command and the US Army Communications and Electronics Command will
provide technical management and functional expertise in the planning
and execution of the Track 3 effort. The BAA solicits two page white
papers (recommended, not mandatory) and a ten page technical proposal
(including statement of work) that will describe the offerors'
component technology. Multiple white papers/proposals will be accepted.
The Government envisions the placement of multiple critical/unique
component technology contracts at funding levels identified at proposal
evaluation. The period of performance shall be 12 months or less. The
product of this effort should be a working proof of principle prototype
and/or demonstration unit. Critical/unique component technology
contracts will be awarded based on the evaluation criteria set forth
within this BAA. The DoD has earmarked approximately $220 million to
aggressively pursue the development of alternatives under the Track 3
program from fiscal year 2000 to 2005 (reference solicitation
DAAE30-00-BAA-0100). A funding line of $2-3M will be utilized to pursue
critical/unique component technologies to enhance the development of
system alternatives under the Track 3 program. The white papers are due
April 7, 2000. Technical and Cost proposals are due May 15, 2000. The
critical/unique component technology contract awards are anticipated to
be issued NLT 60 days after receipt of the proposals. The broad agency
