TRADOC is interested in receiving proposal abstracts on the research
effort described below. Proposals in response to this Broad Agency
Announcement (BAA) shall be submitted no later than 60 calendar days
from issuance of this notice, addressed to HQ TRADOC, Attention
ATBO-ACA (Richard Dixon), Building 5, Ft Monroe VA 23651. Proposal
submission after the cutoff date specified herein shall be treated in
accordance with restrictions of FAR 52.215-10; copy of this provision
may be obtained from the contracting point of contact. All sources,
including commercial business entities, academic institutions,
municipalities, and other non-profit organizations are invited to
submit abstracts of ideas. We are particularly interested in
ideas/projects that can be implemented in a short period of time.
However, we will entertain longer-term projects that include
facility/capital investments. REQUIREMENTS: (1) Description: The
purpose of this effort is to develop NEW initiatives to improve the
"Quality of Life" for military personnel and their families at TRADOC
installations. The requirement can either include a command-wide or
installation specific initiative(s). The goal of this effort is to
discover and implement NEW and innovative approaches, technologies,
services, and/or products that will enhance the morale and welfare of
soldiers and their families. Only one restriction applies to the
abstract of ideas, they can not replicate any existing
services/products currently being provided by MWR, appropriated and
non-appropriated fund employees, or existing contractors at TRADOC
installations. See supplemental package located at

being provided at TRADOC installation. ADDITIONAL INFORMATION: (1)
Proposal abstract(s) that requires funding from the Government will not
be entertained. (2) Any revenue generating ideas shall include the
following: (i) A tentative pricing schedule -- what will customers be
required to pay for the product/services?; (ii) A revenue sharing plan
-- what portion/percent of generated revenues or fixed amount will be
distributed to the installation MWR fund. (3) For projects that
include offeror facility and/or capital investments, include the period
of time required the Government must provide in an exclusive lease of
real property/grounds. PROPOSAL ABSTRACT PREPARATION INSTRUCTIONS: A
proposal abstract shall consist of: (1) A one-page synopsis containing
the following: Short title of offer. Offeror name/address/point of
contact/phone/fax/email address. Brief narrative description. Brief
explanation of pricing/revenue arrangement. Proposed schedule. (2) Up
to 10 pages of additional information to include: Expanded description
(text plus diagrams/photos) Evidence of proven commercial or
government application Approach (i.e., planned schedule;
pricing/revenue arrangement; facility/capital investments; term of
exclusive lease; Government Furnished Property required, if any; etc.)
Abstract Formation and Submission Abstracts shall be on 8.5 X 11 inch
paper, single spaced with type size no lower than 10 point, and
printed on one side of sequentially numbered pages. Submit an original
to the address above. In addition, submit a courtesy copy via e-mail
to Richard Dixon. FULL PROPOSALS: Organizations submitting abstracts
found to have significant merit, in accordance with the evaluation
criteria listed below, may be invited to submit full proposals. We will
respond in writing requesting a full proposal and indicating a due date
of the proposal. Format of full proposals will be provided at that
time. Invitation to submit a proposal does not assure the submitting
organization will be awarded a subsequent contract, cooperative
agreement or other transaction. EVALUATION CRITERIA: We will use the
following to evaluate the merit of both abstracts and, when requested,
full proposals: (1) Benefit to "Quality of Life" for military
personnel and their families, including proposed approach. (2) Realism
and reasonableness of Pricing Schedule and Revenue Sharing. (3)
Evidence of successful commercial or government application. (4)
Ability to integrate/interface with existing systems or infrastructure.
(5) Asses the impact on existing MWR provided services and products,
government personnel, and existing contractors. GENERAL INFORMATION:
This notice itself constitutes the BAA as contemplated by FAR
6.102(d)(2). There shall be no formal Request for Proposals. The
Government reserves the right to select for award, any, part of, all,
or none of the eventual proposals received. The Army expects to make
multiple award actions. This BAA is an expression of interest only and
does not commit the Government to any proposal abstract. POINTS OF
