703-693-7797 Desc: (i) This is a combined synopsis/solicitation for
commercial services prepared in accordance with the format in Subpart
2.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotations
are being requested and written solicitation will not be issued. (ii)
This solicitation MDA94600T0045 is issued as a Request for Quotation
(RFQ). (iii) This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Regulation
Circular Vol. 60, No.180 dated 09/18/97. (iv) The applicable Standard
Industrial Code (SIC) 1500. (v) Pentagon Heating & Refrigeration Plant
has ten (10) 3,750 tons (each) York chillers.Pentagon Heating &
Refrigeration Plant uses river water as condenser water after
straining. The chiller plant is divided up into two headers and even
side and an odd side. The contractor shall supply all supervision,
labor, equipment and material to clean condensers, by inserting
apowered brush, against the normal direction of flow, into each of the
4,030 condenser water tubes for five (5) of the ten (10) chillers. The
condensers are two pass units, with hinged covers and baffles on both
of the water boxes. The shell has an internal diameter of 6' and a
length of 16' and is rated at 250 psig. The condenser is design to
handle 11,250 g.p.m. of river water at 82 F with a pressure drop of
19'. The contractor shall perform the following work: 1. The Pentagon
Heating & Refrigeration Plant will close; lockout and tagout, the inlet
and outlet water valves for each condenser and drain the condenser
water. Contractor personnel shall be required to attach their own
personal locks onto the locked out and tagged out valves. The
contractor should expect some minor seepage of water, because there may
be a small amount of water continuously leaking through the valves and
the contractor shall be required to work under these wet conditions.
2. The contractor shall provide and install scaffolding for gaining
access and to use as a work platform for each of the condenser heads.
The scaffolding shall be strong enough to withstand weight of
contractors' personnel and equipment and shall be built according to
OSHA regulations. The contractor shall unbolt the two water boxes
(heads) for each condenser. During tube cleaning a positive means of
preventing dirt and debris from entering the condenser water discharge
line shall be installed. This shall be removed before the water box
covers are reinstalled. The contractor shall provide a 2" water hose to
the bottom 2" drain connections at each of the water boxes to drain off
dirt and water pushed out of the tubes. The contractor shall route his
hose to the nearest floor drain or as designated by the plant manager
or his representative. 3. The contractor shall use electric or air
pressure operated tube-cleaning machines, with brush and hose
attachment. The contractor shall make liberal use of water for
softening and pushing scale and dirt from inside of the tubesand from
a water box on the opposite end when cleaning tubes. Contractor shall
use a positive means of stop on the brush-hose assembly so that brush
does not over travel inside the tube on the opposite end. Total travel
shall be kept to 16 feet, including the tip of the brush, however the
exact total travel will be given to the contractor after the water box
is removed. Condenser tubes are copper, 16 feet in length and 3/4 inch
in outside diameter. However, the contractor shall check size of the
tubes before ordering any material. The contractor shall use 5/8-inch
X 16 gauge nylon brushes, suitable for copper tube cleaning. A new
brush shall be used after cleaning 100 tubes to ensure proper contact
and cleaning. The contractor shall supply his own ground fault
protected electric extension cords and/or air and water hoses for
connecting his tube cleaning machine to the appropriate sources of
motive power. 4. Contractor shall furnish and install new gaskets for
the water boxes after removing the existing gaskets and cleaning the
gasket surface. The new gasket shall be same in size, material, style
and installation as existing. The contractor shall wire brush water
boxes, heads, and baffles. Clean all inside surfaces of the water boxes
and baffles and epoxy paint any bare or this spots. The contractor
shall clean the tube sheets with a nylon brush and water. Some tubes
may be plugged with marine life or debris and may prevent the brush
from passing through the tube. In this event the tubes shall be cleared
using a rod to clear the blockage. After the blockage is removed the
tube shall be brushed as outlined above. The contractor shall exercise
caution to prevent scoring of the copper tubes when rodding out
blockages. 5. The contractor shall use care to prevent wetting of
adjacent 4160 kV chiller control panels, and the instruments
(transducers, probes, etc.), electric equipment and electric motors.
The contractor shall cover the adjacent chiller control panels,
instruments, and electric equipment and motor with 6 mil plastic sheets
before starting work. 6. After finishing tube cleaning for a chiller,
the contractor shall allow up to four (4) hours for inspection of the
tubes by the Pentagon Heating & Refrigeration Plant personnel. Each
tube may be inspected by shining bright light or by inserting a white
cloth, and if any debris is found in the tubes, the contractor shall be
required to clean those tubes again. He shall be required to repeat the
tube cleaning process for any number of times until they are clean. 7.
After cleaning tubes for a chiller, the contractor shall install new
gasket material and reinstall the baffles and close the two water boxes
back on the condenser. The contractor shall tighten all nuts for the
water box access covers and fill the condenser with water from the city
water fire hydrant. If the water box gasket shows any water leaks under
a water pressure of 80 psig, then it shall be contractors'
responsibility to tighten bolts or reinstall the gasket or both. 8. The
contractor shall start work during the week after receiving the notice
to proceed and shall complete all work within three (3) weeks. Only
one machine will be taken out of service for cleaning at a time. No
machine shall be down for tube cleaning for more that five (5) calendar
days. 9. The contractor shall comply with OSHA safety regulations.
Also, the contractor shall follow plant safety and security
regulations. The contractor shall keep his work area clean and safe
from tripping hazards at all times. Entrance to the Pentagon Heating &
Refrigeration Plant is restricted. Therefore, the contractor must
supply employees' names and social security numbers to the Plant
Manager; in advance to the work start date, to gain access. NOTES: The
contractor shall use extra precautions to avoid any damage to the
adjacent chiller control panels, equipment, and the condenser tubes. No
scratching of the tube surfaces or leaving broken brushes or other
debris in the tubes shall be allowed. All construction materials shall
be removed upon completion of the work. Areas around the chillers
being cleaned shall be washed down and mopped daily to reduce the
slipping hazard (vi) N/A. (vii) This work is to be performed at the
Pentagon Building, Arlington, VA. (viii) The following provision
