Atlantic Division, Naval Facilities Engineering Command, Norfolk,
Virginia is seeking for information and planning purposes sources
available for the operation of the electrical and water production
plant and distribution system, at the U.S. Naval Base, Guantanamo Bay,
Cuba. The contractor shall provide all labor, supervision, management,
materials, tools, equipment and transportation necessary to operate,
maintain and repair the electrical and water production plant and
distribution systems, miscellaneous items and engineering tech
services. It is anticipated that services will be obtained by means of
a combination firm fixed price/indefinite quantity type contract
having award fee provisions. The contractor shall produce all of the
water and electricity required by the U.S. Naval Base, Guantanamo Bay,
Cuba. The contractor can expect during normal operations the following
electricity demands: a peak no higher than 14 MW in the summer (3
months), 13 MW in the spring and fall (6 months) and 12 MW for the
winter (3 months). The contractor can expect during normal operations
the following water demands: an average of 700,000 gallons per day
during the rainy season (4 months) and 850,000 gallons per day during
the other months. The contractor is responsible for operating the plant
continuously, 24 hours a day, everyday of the year including holiday.
The performance of routine work items (i.e. pm's etc) should be
accomplished within the Government's normal working hours unless prior
approval is received from the contracting officer. This is not a
request for proposal. This notice is issued to determine the
feasibility of proceeding with a formal request for proposals. The
Government does not intend to award a contract on the basis of this
request or otherwise pay for the information solicited. It is
anticipated that the resulting solicitation will be for a base period
of one year with four one year options. It is also anticipated that the
resulting solicitation will be issued in the June 2000 timeframe with
a pre-proposal conference held in Guantanamo Bay, Cuba. Interested
