R -- PROFESSIONAL, ADMINISTRATIVE AND MANAGEMENT SUPPORT SERVICES SOL TIRNO-00-STW06 DUE 041300 POC Contract Specialist, Sharlene Hagans (202) 283-1139 The Internal Revenue Service intends to issue a purchase order on a sole source basis to Ronald Moore, 1341 Pine Valley Drive, New Bern, NC 28562, to provide supplemental assistance with the Harmonized Wage Code Initiative (HWC) for the Simplified Tax and Wage Reporting System (STAWRS). The deliverables are required to continue the development and progress of the Harmonized Wage Code, which is a key part of the Programs concepts of operation and business case. Contractor shall provide the following reports: (1) Draft Harmonized Wage Code for Unemployment Insurance Report which shall include input from state and federal agencies pre-selected by STAWRS; (2) Harmonized Wage Code/Income Tax Withholding Report which shall include supplement information collected from the Department of Labor Impact Study; (3) Filing Date Report which shall include recommedations for harmonizing filing dates for state and federal employement tax returns, including state and federal income tax withholding, FICA, FUTA, and state unemployment insurance taxes; (4) Harmonized Wage Code Committee Report which shall include discussion, decisions, and required actions that occurred at all HWC subcommittee meetings; and (5) Harmonized Wage Code Database Report which shall include updated information for the HWC Database on a quarterly basis. Contractor shall provide the Internal Revenue Service two camera-ready copies and one electronic copy of the reports in Microsoft Word format. All responsible sources who can provide the above requirement shall submit written quotation within 15 days from the published date of this announcement. No solicitation will be issued, therefore such request for solicitations will be considered non-responsive. Evaluation/Award will be based on price and other factors.
