R -- ENVIRONMENTAL REMEDICATION SERVICES-SACRAMENTO DISTRICT SOL DACW05-00-R-0016 DUE 051900 POC Louise Snitz (916)557-7945 PROJECT TITLE: Environmental Remediation-Type Services (SmART -- Small Action Remediation Type), Sacramento District. The Corps of Engineers, Sacramento District, intends to award 4 indefinite-quantity, indefinite-delivery contracts to the following categories of concerns: one to a HUBZone 8(a) concern, one a HUBZone small business, one an 8(a) concern and one to small business concern. Each contract award will be for an estimated amount of $5.0 Million. Each contract's base period is 2 years: each contract will have an option to extend the period of performance for an additional 3 years. The total contract capacity will not increase upon award of the option period. The SIC Code 8744. The size standard for 8744 is $5.0 Million in annual average gross revenue taken for the last 3 fiscal years. JOB DESCRIPTION. Services required under the proposal contracts shall primarily consist of small Hazardous toxic waste (HTW) removal action type projects, such as, (a) Aboveground/Underground storage tank closures, replacement/tightness testing, (b) Excavation, removal, manifesting, transportation, storage, treatment and/or disposal of all types of hazardous waste in addition to asbestos, and lead/PCB containing paints and coatings, (c) Multi-media chemical sampling and analysis, chemical data quality control for a wide variety of compounds, (d) Demolition and debris removal and disposal, (e) Drilling and sampling to obtain geotechnical and/or chemical data, installation and development of groundwater monitoring wells, (f) Transformer removal and disposal, including disposal of PCB contaminated oils, (g) Installation of temporary facilities, permanent installation, and site restorations to support above activities, (h) Maintenance of an ongoing Safety and Health Program and preparation/implementation of Site Safety and Health Plans as required by 29 CFR 1910.120/29 CFR 1926.65, (I) Contractor quality control for removal actions, (j) Other incidental engineering services in direct support of the removal action activities; such as environmental audit, surveys and mapping, drafting and engineering drawings, planning and reporting documents.
