This is a notice of intent to negotiate with Veridian Engineering, Inc. on an other than full and open competitive basis for flight demonstration services requiring use of the Variable Stability System (VSS). These services are in support of the Naval Air Warfare Center Aircraft Division, United States Naval Test Pilot School (USNTPS), Patuxent River, Maryland. A firm fixed price contract will be awarded for a base year and four (4) one-year options, for a total of five (5) years. The VSS provides a flying laboratory to conduct the pilot instruction curriculum of the USNTPS. Veridian Engineering (as Calspan Corporation) developed this capability and installed it on its Learjet-24. Market research has found Veridian Engineering to be the only company capable of providing the VSS for use in a military training environment and able to meet the mandatory training schedule of the USNTPS. Award is anticipated on or before 30 September 2000. This requirement is being procured under statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c)(1), only one responsible source and no other supplies or services will satisfy the agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.
