This project consists of renovation of an historic Post Office
involving demolition, asbestos and lead paint abatement, HVAC,
electrical, plumbing, installation of marble flooring, repairing
windows, IDS and CCTV systems, fences, ornamental iron grilles and
other miscellaneous work typical or renovation at the Downtown Station
in El Paso, TX, in accordance with the plans and specifications. The
project also contains a requirements for asbestos and lead paint
abatement and coordination with the city regarding scaffolding,
trailers, etc. The project will need to be phased to accommodate
24-hour Postal occupancy. A preproposal conference will be held on
April 19, 2000 at 9:45 am at the Downtown Station, 219 Mills Avenue, El
Paso, TX (job site). Attendance at this preproposal conference is
mandatory. Proposals received from contractors who did not attend the
preproposal conference will not be accepted. Estimated cost range
$1,800,000 to $2,000,000 and construction time is 365 calendar days.
Successful offeror must submit their Subcontracting Plan for Small and
Minority-Owned, and Woman-Owned Business initially and thereafter with
their progress payment requests. The contractor must subcontract with
minority business firms in an amount aggregating not less than 10% and
subcontract with woman-owned business firms in an amount not less than
7% of the total value of its subcontracts. Offeror must include
documentation from bonding agent indicating offeror's capability at
time offer is due. The successful contractor will be required to
provide 100% Performance and 50% Payment Bonds within forty-eight (48)
hours after notification of award. Offers will be received in this
office, prior to, but not later than 3:30 p.m. on April 28, 2000.
Proposal documents, plans and specifications will be available after
March 22, 2000 at a cost of $125.00 per set (NON-REFUNDABLE) payable by
check or money order only. Requests for packages shall be forwarded to

Marcel Quimby. Checks or money orders must be made payable to BRW
ARCHITECTS. Since this is a request for proposals, offers will not be
publicly opened. The relative standing of offeror will no longer be
disclosed. Plans may be inspected at the issuing office and any
questions and/or information regarding this solicitation may be
