Background "Project Number 990015 The scope of this project consists of furnishing all labor, equipment, appliances, devices and materials and perform all operations necessary in connection with the repair and structural upgrade of seven steam tunnels including removals and miscellaneous work as herein specified as shown, indicated, or noted on the drawings. Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
