Engineering Unit Cleveland intends to award multiple contracts for
Indefinite Delivery/Indefinite Quantity type contracts to support the
missions of the Coast Guard for ROOFING services at various locations
in the states of North Carolina, Virginia, Maryland, Delaware and New
Jersey. This is an Indefinite Quantity-Indefinite Delivery contract and
is for Emergency Response for Hurricane Storm Damage. The Emergency
Response, Multi-Trade Construction Contract is a fixed price,
indefinite quantity contract which consists of a collection of varied
detailed task specifications encompassing most aspects of facilities
engineering work, primarily under accelerated performance and initial
response periods. The period of performance will be for one (1) year
with an option to extend the contract for four (4) additional one-year
periods. The government guarantees a minimum of $25,000.00 in the
first year. Option years are subject to the same dollar threshold. The
minimum requirement is for $2,500.00 and the maximum requirement is
estimated at $1,000,000.00 per year and shall not exceed $1,000,000.00
for each option year exercised. Delivery orders will be issued
totaling not less than $2,500.00 nor more than $250,000.00 per delivery
order. Contractors bidding for the multi-trade contract (ROOFING) are
required to submit two (2) coefficients or multipliers, one for
accelerated performance, emergency/natural disaster damage repairs and
one for normal working hours. The coefficient is the price multiplier
that the contractor offers. The Government uses this multiplier to
determine the price of the work for each delivery order. Coefficients
shall be applied to the bare cost basis of the Means Facilities
Construction Cost Data, 2000 Edition, to arrive at the final delivery
order price. The coefficient must contain the bidders overhead, profit,
bonds, insurance and all other contingencies as no allowance for such
items will be made after contract award. The first coefficient is to be
applied to that work anticipated for accelerated performance,
emergency/natural disaster damage repairs. The second coefficient is
for normal working hours. A Bid Bond in the amount of 20% is required
for this acquisition. Performance Bonds shall be required for any
delivery orders over $100,000.00. Payment Bonds shall be required in
the amount of 50% for any delivery order over $25,000.00. This
procurement is open to both small and large businesses in accordance
with the Small Business Competitiveness Demonstration Program. The SIC
code for this procurement is 1761. Offerors proposals will be
evaluated on the basis of best value. The evaluation may result in
multiple awards if the Coast Guard determines that it is economically
advantageous. Awards will be made to the responsible offerors whose
proposal, conforming to the solicitation, is determined to be the best
value to the Government, technical, price and other factors
considered. All responsible sources may submit an offer that the Coast
Guard will consider. As there is no further technical information
available, telephone calls are discouraged unless absolutely necessary.
Due dates for proposals will be not less than 30 days after
solicitation issuance. It is anticipated that a preproposal conference
will be scheduled after the solicitation is issued, pending requests
from interested sources. If such meeting is to be held, a modification
to this presolicitation notice will be issued and the closing date for
