Notice of intent to contract on a competitive basis. The MILSATCOM
Joint Program Office (MJPO), SMC/MC intends to award up to three (3)
contracts for parallel competing efforts for the design, development
and deployment of a MILSATCOM Integrated Satellite Control System
(MISCS). The MJPO intends to use source selection procedures in
accordance with FAR Part 15. Each contract will encompass the total
program, with two distinct phases envisioned: a Demonstration Phase,
and a Development -- Sustainment Phase. Following the conclusion of the
Demonstration Phase, the MJPO will downselect among the competing
concepts such that only one contractor will continue into the
Development -- Sustainment Phase. The Request for Proposal (RFP) will
be released approximately 19 April 2000, with proposals anticipated to
be due 45 days after RFP release. The source selection will be a full
and open competition. The RFP will be available electronically on the
MISCS website at http://www.laafb.af.mil/SMC/MC/MISCS. Hard copies
will be sent only upon request to the contracting officer, Ms. Eileen
Pratte at SMC/MCKD, MILSATCOM Joint Program Office, 2420 Vela Way Suite
1467-A8, El Segundo, CA 90245-4659. The proposed effort involves work
at a classification level of SECRET and below. MISCS will provide
satellite control capabilities for Air Force Space Command MILSATCOM
satellite programs, including DSCS III, NATO IV, SKYNET 4, Milstar,
Advanced EHF, and Wideband Gapfiller System. Other programs may be
included in the future. The MISCS development and deployment will
support the launch and on-orbit operations of the Wideband Gapfiller
System and Advanced EHF satellites and transition of legacy satellite
programs (Milstar, DSCS III, NATO IV, and SKYNET 4) from their current
command and control system, the Air Force Satellite Control Network
(AFSCN) Command and Control Segment (CCS). Capabilities include:
mission, activity, and maneuver planning; telemetry processing;
commanding; orbit and attitude management; resource management; space
vehicle and ground system simulation; support planning and execution;
and interfaces with dedicated ground and payload control systems.
Satellite platform and payload state-of-health operations include
launch, early-orbit, on-orbit, anomaly resolution, and disposal
operations. The program is divided into two phases, the Demonstration
phase and the Development/Sustainment phase. The Demonstration phase
will require the successful demonstration of a satellite control system
for two DSCS III satellites and a portion of a MILSTAR satellite using
a live satellite and/or a satellite simulator as defined in the MISCS
Demonstration Verification Plan. The Development/Sustainment phase
will complete the development of the MISCS system and successfully turn
over a deficiency-free system to Air Force Space Command. It will also
require the contractor to maintain the system through the development
phase with options for sustainment through the end of the contract
period. The proposed demonstration phase effort is contemplated to be
awarded on or about 10 Nov 00 with the contract period of performance
extending to 09 Nov 01. The Development/Sustainment Phase is
contemplated to be awarded on or about 09 Nov 01 with the contract
period of performance extending to 31 Dec 10. Contractual questions

at 310-336-4995. An Ombudsman has been appointed to address concerns
from Offerors or potential Offerors during the proposal development
phase of this acquisition. The Ombudsman does not diminish the
authority of the program director or contracting officer, but
communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
