synopsis/solicitation for commercial items prepared in accordance with
FAR subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation,
proposals are being requested and a written solicitation will not be
issued. The solicitation number is F41614-00-T0024 and is issued as a
request for quotation. Responses/Offers are due by 4:00 PM CST, --
April 14, 2000. Please visit www.eps.gov and register to automatically
receive procurement notifications from EPS. The system will inform
you, via e-mail, when there has been activity on EPS concerning this
solicitation. Solicitation provisions are those in effect through
Federal Acquisition Circular 97-15 and DCN 20000210. The government
desires delivery within 30 days of receipt of order. FOB point:
Goodfellow AFB, TX 76908. Chiller, 60 ton, air cooled, 230V 3 phase,
R-22 refrigerant, semi-hermitic scroll type compressor (3600 RPM)
cooling capacity: 52.7 tons, evaporator water flow: 127 gpm @ 44
degrees, fouling factor .00025. Unit shall include manufacturer's
descriptive literature, start-up instructions, and maintenance
procedures. Unit shall include following failure protections: loss of
chilled solution flow, chiller freeze protection, chilled solution flow
interlock, head pressure control, pump down control, low ambient start,
hot start control and low ambient lockout. Unit shall include the
following controls: auto/stop switch, leaving water temperature
setpoint adjustment and a Delta T adjustment (viewable through the unit
Human Interface digital display). Display shall include the following
failure controls: loss of chilled water flow, high/low refrigerant
pressure switch(s), oil pressure switch, loss of refrigerant charge,
high motor winding temperature, and low temperature thermostat
operation. Unit shall include the following operating controls: leaving
chilled water temperature control, timer (prevents compressor from
short cycling), periodic pump down, load limit thermostat, low ambient
control (consisting of external damper assembly that controls head
pressure for operation down to 0 degrees F, 10 degrees F with hot gas
bypass), hot gas bypass (sized for minimum compressor loading), and
chilled water set point. Unit shall include lead-lag function that
either by mechanical or microprocessor devices alternates the usage of
compressors. Unit shall include an electronic device that monitors
each refrigeration circuits suction, liquid and discharge temperatures
and pressures, calculates superheat and subcooling temperatures and
displays on unit Human Interface. Unit shall include for each
refrigerant circuit: liquid line solenoid valve, filter dryer, liquid
line sight glass and moisture indicator, thermal expansion valve,
charging valve, liquid line shut-off valve, compressor discharge
service valve. Unit must conform to standards ANSI /AR 590 and
ANSI/ASHRAE standard 15-1994. MFR: Trane MN: CGAFC604, or equal. State
