NASA/GRC plans to issue a Request for Quotation (RFQ) for Load Cells, dual bridge, male ends, one end L.H., vacuum vented, Ormond model BUL-MML69-OD-4K-89-193, 4 EACH AND Load Cells, dual bridge, male ends, one end L.H., vacuum vented, Ormond model BUL-MML69-OD-2K-89-193, 3 EACH. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Ormond, Inc., 12030 Rivera Road, Santa Fe Springs, CA 90670-2291 under the authority of 10 U.S.C.2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. Ormond load cells are the only known cells that can provide 6mV/V output needed for our test facility. This level increases the sensitivity, and therefore, the overall accuracy of the load cell. These replacement cells must also be compatible with existing cells which are Ormond and since the defective cells are replaced one at a time, on an as-needed basis, the compatibility is required. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 13, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
