04/11/00. DESCRIPTION: This notice is a combined synopsis/Request for
Quotation (RFQ) for commercial items prepared in accordance with the
format in subpart 12.6, as supplemented, with additional information
included in this notice. This announcement consitutes the only
quotation; offers are being requested and a written RFQ will not be
issued. This acquisition is a 100% set-aside for small business. The
applicabale Standard Industrial Code (SIC) is 3823. Business Size
Standard is 500 employees. This notice is being issued as a RFQ for:
Item No. 1: Flow Meter System, Quantity 1, Unit Job; Item No. 2:
Installation and calibration of system, Quantity 1, Unit Job.
BACKGROUND: An air and carbon fluid mixture is pumped into the test
unit, spark arrester exhaust system being evaluated. The carbon is
introduced into the flow stream just before the test unit. Air is
supplied by a blower driven by a 150 HP electric motor. A baseline
flowrate is established by adjusting the flow unit a 1-psi
back-pressure is measured across the test unit. The subsequent test
flow rates are based on this flow. The test points are: 10 percent of
base flowrate, 200% of the base flowrate, the base flowrate and three
points equally spaced in between 10% and 100% of the base flow. The
test specification is outlined in USDA Forest Service Specification
5100-1c, a copy of which can be obtained by contacting Jennie Camacho,
909-884-6634, ext. 3092. An orifice meter is currently being used to
measure flow rates. Flow rates between 5 Standard Cubic Feet per Minute
(SCFM) and 2000 SCFM are currently being measured. The air flow is
metered by opening or closing a series of valves. Pressure and
temperature readings, and valve controls are located in a control room.
SYSTEM REQUIREMENTS: FLOW AND PRESSURE RANGES: The proposed system
shall measure flow rates between 5 SCFM and 2000 SCFM. The pressure
inside the test chamber shall not exceed 4-psi. ACCURACY: Five percent
or better through the range of flows. HARDWARE INSTALLATION: The
contractor shall install the proposed system to interface with existing
16-inch diameter pipe on the roof of the test chamber. Switching to
different meters shall be done remotely from the laboratory control
room. CALIBRATION: The proposed system shall be calibrated to an
industry accepted standard that is traceable to National Institute of
Standard and Testing. The periodicity of calibration shall not be more
than once per year. DOCUMENTATION AND MANUALS: The contractor shall
provide all documentation required to operate and install the flow
meter. CONTRACT AWARD: Bid proposals shall include the following: 1.
Type of flow meter; 2. Number of flow meters; 3. Flow rate range for
each meter (if more than one meter is required); 4. Range of pressures
upstream of each meter for each flow rate range; 5. Installation
procedures. PERIOD OF PERFORMANCE: Contractor shall deliver, install,
and calibrate the fluid flow meter within 90 calendar days after
contract award. ACCEPTANCE: After the installation and calibration of
the flow measurement system, the Forest Service will run two
qualfication tests as specified by USDA Forest Service Standard 5100-1c
as a system acceptance criterion. The test units will be previously
qualified test units with known characteristics. An acceptable system
must ten percent of the data previously collected. The proposed system
shall have a repeatablity of not more than five percent. PAYMENT:
Payment will be made after acceptance of all items and upon receipt of
a properly prepared Invoice by the USDA Forest Service, Angeles
Payment Center, 701 North Santa Anita Avenue, Arcadia, CA 91006. After
installation and calibration, 80 percent of payment will be approved.
The remaining 20 percent will be approved after system acceptance. The

with the following evaluation factors (a) technical capability of
offered item to meet agency requirement, price, and past performance;
