Nasa/GSFC intends to issue a Request for Quotatation (RFQ) on a sole-source basis to Astronomical Research Cameras, Inc., in San Diego, CA for an ultra low noise set of CCD readout electronics to support several high energy programs and studies including Infocus, Maxim, Constellation. This system is replacing a system currently in use at GSFC. Complete compatibility with existing CCD electronics hardware and software already in use for existing programs is necessary. Specific compatibility requirements are as follows: Ultra-low readout noise less than 4 electrons RMS al 500 KHZ; flexibility in readout rates from 1 MHZ to 20 KHZ; ability to readout two input modes with expandibility to 8 readouts; sun SBUS interface; ability to read at 1 hour exposures; 16 bits of digitization; 24 clock drivers. Astronomical Research Cameras, Inc. is the only company that satisfies all of the above requirements. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intendsto acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 4/19/00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
