This system will be used to implement real-time closed-loop control laws for upcoming tests designed to examine various novel control effector concepts, with the specific goal of demonstrating their use in closed-loop control applications. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items on a Sole Source Basis from dSpace Inc. under the authority of FAR 6.302-1, because they have used their expertise to design specific software and utilized hardware tools that integrate with Mathworks', Matlab, Simulink and Real-Time Workshop and allow real-time alteration of all control algorithm parameters. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 04/14/00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
