Department of Commerce intends to award a sole source contract to Quetel, 13873 Park Center Road, Suite 300, Herndon, VA 20171, for TRAQ Professional license, new SQL version that will include paperless property processing module, unlimited user version, 5 user seats and installation, testing and training of MS SQL Server 7. Utilizing the TRAQ personal property system will allow property custodians and property accountability officers to submit personal property transactions to the Personal Property Division on-line with electronic review and approval. This sole source requirement is based on Quetel's predominate experience and proprietary specifications of the software. This is a notice of intent and not a request for proposal. If your company believes that they can perform these services, please forward a capability statement to the address in this notice, including prices. All submission must be received within fifteen (15) days of the publication date of this synopsis. A determination by the Government not to compete this acquisition based upon responses to this notice is solely the discretion of the Government. However, all written responses received within 15 days of this synopsis will be considered, providing there is sufficient technical and pricing information to enable evaluation of the products to meet the requirements of the agency. Interested firms have 15 days from the publication date of this notice to submit their qualifications/capabilities in the areas mentioned above. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct a procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. Oral communications are not acceptable in response to this notice. If no affirmative responses are received within 15 days from publication of this notice, the Contracting Officer will proceed with the acquisition to Quetel.
