Concerns having the ability to furnish the following ENVI/IDL software maintenance and technical support described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above. Salient characteristics: U.S. Geological Survey, EROS Data Center (EDC) has a requirement for software maintenance and technical support for the EDC's government-owned ENVI and IDL software licenses for a period of one year. Contractor shall be required to provide software phone support and electronic mail support. Support shall be available a minimum of eight (8) hours per day, Monday through Friday, excluding holidays. The eight (8) hours per day shall include at least the time period of 9:30 am to 3:00 pm CST (or CDST during daylight savings time). Software phone support shall be staffed with personnel who are experienced with, and intimately familiar with, the current (as of the time of the call) version of the software, and at least, the previous software release. Contractor support personnel shall in conjunction with the EDC's Software Engineers be capable of determining which software functions are causing the failures. Contractor shall be able to provide resolution to the problem, be it providing software patches, "work around" procedures, or corrective procedures in the EDC's use of the software. Contractor support personnel may be allowed to remotely log on to the EDC's computers to aid in resolving software failures. Contractor shall also supply software upgrades in a timely manner as they are made available. Documentation and software (in CD-ROM form) must be provided to the EDC when periodic updates to the software are made in order to fix existing bugs and/or to enhance capabilities. Equipment is located at the EROS Data Center, Sioux Falls, South Dakota. Based on information available at this time and in accordance with 41 U.S.C. 253 (1), implemented by FAR 6.302-1, the Government considers the item specified as a sole source from Research Systems, Inc., Boulder, Colorado and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified they will be considered. Firms who feel that they can furnish the required item or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration.
