NASA/GRC intends to purchase the items from Westinghouse Process Control Division, 200 Beta Drive, O'Hara Township, Pittsburg, PA 15238. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C. 2304(c). This equipment is being procured for spare parts for the currently installed system used at four of Glenn Research Center's wind tunnels. Westinghouse is the only manufacturer of the equipment which is currently compatible with our existing system. The Government does intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, April 14, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
