Research Center plans to issue a Request for Offers (RFO) to acquire
the following (but is not limited to these): (1) Fabrication and
testing of pressure vessels and piping (U and PP Stamps are required),
light and heavy plate work, structural fabrication, crane operation,
rigging, plumbing, mechanical work, sheet metal work; (2) General
machining: large capacity-boring, milling, and turning capabilities +/-
.005"; (3) Sheetmetal: includes layout, forming, punching, cutting,
rolling, fastening and welding to within .060"; (4) Welding: Arc
welding, MIG welding, TIG welding of steel, aluminium, and stainless
steel, all positions, torch brazing and soldering, submerged arc
welding, oxy-acetylene cutting, carbon arc scarfing, stud welding; (5)
Nondestructive testing: Magnetic Particle Testing, Dye Penetrant
Testing, and Hydrostatic testing (to pressues of 10,000 psi). The
Contractor shall have the capabilities to (as a minimum): (1) fixture
parts to prevent warping and twisting during the weldingprocesses and
heat treating operations; (2) fabricate piping or metal structure from
measurements or templates taken from the existing hardware; (3)
provide machining, electrical, scaffold erection, mobile crane and
rigging, painting, lead paint removal, piping insulation, asbestos
insulation removal, trenching, concrete work, concrete drilling and
sawing, grouting, Radiographic Testing, Ultrasonic Testing, Magnetic
Particle Testing and Hydrostatic Testing; and (4) fabricate piping or
metal structure from measurements or templates taken from the existing
hardware. The research facility equipment includes but is not limited
to: electric wind tunnel drive motors, high pressure air piping and
pressure vessels, steam piping and boilers, and hydraulic systems.
Specific examples of work required to be performed to the equipment
listed above include: integrating high pressure piping to existing
systems, fabricating and installing pressure vessels, installing air
heaters, installing manways in wind tunnel walls, weld repair of wind
tunnel turning vanes, repairing silencer mufflers, installing wind
tunnel fan blades, installing hydraulic pumps, plumbing hydraulic
lines, and fabricating wind tunnel model strut mounts. Modifications,
repairs, and new fabrication of experimental test hardware and test
equipment is also a requirement. Specific examples of these are: wind
tunnel test models and/ or test model components, installations of
cameras, lasers, microphones, and air pressure measuring devices,
fabrication and installation of wind tunnel ground planes, and wind
tunnel model support systems. The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. The SIC Code and Size
Standard are 3443 and 500, respectively. This procurement is being Set
Aside for Small Businesses. See Note 1. The DPAS Rating for this
procurement is DO-C9. This procurement uses NASA MidRange procedures
which are described in Part 1871 of the NASA FAR Supplement at the

receipt of electronic offers. This pilot was developed in response to
the National Performance Review's call for increased use of electronic

anticipated release date of the draft RFO2-36270-MXD is on or about
April 21, 2000, with questions or comments from industry due on or
about May 2, 2000. The anticipated release date of the final RFO is on
or about May 12, 2000, with an anticipated proposal due date of on or
about June 12, 2000. All qualified responsible sources may submit a
proposal which shall be considered by the agency. The solicitation and
any documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide Web
