Defense Threat Reduction Agency (DTRA) has a requirement for
Aerial/Aerospace Monitoring support. The technical objectives of this
effort are to develop a comprehensive database and associated tools
catalogue, identify, and define the technical elements responsive to
specific scenario-driven requirements. These tools will identify,
select, and describe applicable imaging and non-imaging sensors and
sensor technologies, requisite aerial and aerospace platforms, system
performance parameters, implementation requirements, and associated
acquisition and integration costs. Customized AAM sensor and platform
systems may include resources and capabilities indigenous to the regime
member and/or the region, as well as exogenous ones. The task of
integrating disparate foreign and domestic hardware, firmware, and
software systems with inherent interoperability and interaction issues
must be addressed. In addition to integrating sensors with suitable
platforms, other critical AAM requirements to be considered include
command, control, and communications; pointing and tracking; navigation
and geospatial referencing; and data acquisition and management.
Additionally, concepts of operation, training, and command & control
functions shall be identified and developed. The contractor shall be
prepared to support the optional task of providing an AAM system of
systems proof-of-concept demonstration. The tasking may include leasing
an airborne platform to test a conceptual sensor suite, purchasing
specific satellite imagery or participating in the testing of another
agency/laboratory. Once proof of concept is demonstrated, activities
shall be initiated to develop a strategy for deploying a prototype. The
same technologies may be used to support ancillary missions such as
environmental, humanitarian, and natural resources development. The
Department of Defense (DoD) and/or the Department of State (DOS) may
also formulate recurring or short-term AAM requirements serving global
or regional arms control and confidence building agreements. Posted
