This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). High temperature high thermal conductivity materials with the following specifications: The contractor shall investigate the production of a high thermal conductivity material constructed using a high thermal conductivity pyrolitic-graphite (PG) core (or its equivalent) and carbon-carbon composite (C-C) encapsulants. The core material shall have the thermal performance of a thermally annealed PG, approximately 1700 W/m.K in the plane (isotropic) at room temperature and at least 10 W/m.K through the thickness. These conductivity values shall be previously measured values and not estimates, this contract is not to be for the development of the core material. The contractor shall investigate at least three distinct methods of producing coupons with a PG core and with the top, bottom, sides and ends encapsulated with C-C composite. The resulting coupons shall have dimension of 2-inches by 6 inches by 0.10- inches. The amount of PG and C-C will be sized to allow the coupons to reach the required thermal conductivity and stiffness levels listed below. The coupons produced using these methods will be evaluated and the method the contractor determines to produce the best coupon will be used to produce six additional coupons of a size 2-inches by 6-inches by 0.10-inches for delivery to NASA Langley. The contractor shall measure the in-plane thermal conductivity, the density and the bending modulus (two coupons for bending only) of the deliverable coupons, and report the data to NASA Langley in the final report. The final coupons shall have an in-plane thermal conductivity of 1000 W/m.K or greater (at room temperature), a bending modulus of 40 Msi or greater and have a projected operational temperature limit of at least 800 degrees C in an environmental of high vacuum, for a period of 10 years. The period of performance for this contract shall be 9 months. The provisions and clauses in the RFQ are those in effect through FAC 97-15. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 3826 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9.
