NASA/GSFC plans to issue a Request for Offer (RFO) for a strategic plan
to expand its current program of technology transfer to the commercial
sector through incubation of new, start-up businesses. NASA/GSFC
intends to contract for said plan by augmenting an existing NASA
co-operative agreement with the Maryland Economic Development
Corporation (MEDCO) under 10 U.S.C. 2304 (c)(1)"Only One Responsible
Source", a statutory authority for other than full and open
competition. MEDCO has served as the developer and facilitator for the
above-cited technology transfer program since its inception under the
existing co-operative agreement. Through this experience MEDCO has
developed the requisite network of communications and relationships
among the business and government organizations associated with the
program necessary to successfully plan the program expansion desired.
The Government does not intend to acquire a commercial item using FAR
Part 12. See Note 26. Interested organizations may submit their
capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:30 p.m. local time on
4/20/00. Such capabilities/qualifications will be evaluated solely for
the purpose of determining whether or not to conduct this procurement
on a competitive basis. A determination by the Government not to
compete this proposed effort on a full and open competition basis,
based upon responses to this notice is solely within the discretion of
the government. An Ombudsman has been appointed. See Internet Note
"B". All qualified responsible sources may submit an offer which shall
