using competitive acquisition procedures limited to eligible 8(a)
concerns under Subpart 19.8 of the Federal Acquisition Regulations. The
subject solicitation is being offered for competition limited to
eligible 8(a) concerns pursuant to Section 8(a) of the Small Business
Act [15 U.S.C. 637(a)(1)], and the Memorandum of Understanding for
Streamlined 8(a) Contracting. The U.S. Small Business Administration
has accepted the National Institutes of Health's offering for
competition in the 8(a) program. Standard Industrial Classification
Code 4813 has been designated for this requirement. The Size Standard
is limited to 1,500 employees. The Small Business Administration Buy
Number assigned to this requirement is 053-00-002712. The National
Institutes of Health intends to award an Indefinite Delivery Indefinite
Quantity (IDIQ) Task Order contract for the installation lease and
maintenance of dark fiber cable. The NIH requires the installation,
lease, and maintenance of a Fiber Optic Metropolitan Area Network and
related interconnect facilities within the NIH campus and the Maryland
suburban area. The Contractor shall provide all necessary labor,
materials, pre-installation planning, permits, rights-of-way, building
management approvals, testing, inspection, construction
specifications, drawings, and installed system documentation required
to connect with single mode optical fiber cable at locations specified
in individual Task/Delivery orders. The National Institutes of Health
is soliciting offers with the intent of awarding an IDIQ contract with
a base period of performance beginning at the time of award and
extending through September 30, 2000. The contract shall also include
nine twelve-month option periods to extend the effective period of the
contract. If NIH exercises all options periods the effective period of
the contract would be extended through fiscal year 2009. The base
contract may have fixed-price, time and material and cost-reimbursement
pricing terms and conditions to allow maximum flexibility in
negotiating each Task/Delivery order. Eligible 8(a) firms interested in

Eligible 8(a) firms interested in receiving this RFP are encouraged to
request a copy of the solicitation as expeditiously as possible. The
RFP will be issued electronically via e-mail on or about April 21,
2000. In an effort to reduce copying costs hardcopies will only be made
available upon request to those Contractors who do not have Internet
access, or for some other reason are unable to download the RFP. All
