NASA/GSFC plans to issue a Request for Offer(RFO)under the authority of 10 U.S.C. 2304(c)(1)and in accordance with FAR 6.302-1, Only One Responsible Source, for the upgrade of two Antenna-Pedestal Systems. The upgrade will make each antenna system capable of handling 4 kilowatts of continuous wave radio frequency power. The upgrade shall consist of replacement of those components that currently do not allow the antenna-pedestal system to radiate 4 kilowatts of continuous wave radio frequency power. All modifications/upgrades must be compatible with the remaining existing antenna-pedestal system. NASA/GSFC intends to purchase the items from Orbit Communication, Tracking and Telemetry, Inc. (Orbit CT&T), 15340 East Valley Blvd., City of Industry, CA 91746. The technical data suitable for full and open competition is proprietary information and make the required services available from only one source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 11, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
