The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with NNC Limited of the United Kingdom for a 3-day meeting and demonstration of leak sealing technique. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one responsible source under authority of FAR 13.106-1(b). The contractor has provided service and supplies to NIST using their proprietary process for sealing leaks in inaccessible and very high radiation areas of reactor systems, for more than ten years. The system involved, at the NIST reactor, is the thermal shield cooling system. This system contains over two hundred copper tubes embedded in concrete. NNC has recently developed a more advanced process that needs to be tested at the reactor site. Accordingly, NNC personnel and supplies will be required to perform the task at NIST. The Government anticipates the award of a firm-fixed price purchase order. This notice of intent is not a request for competitive quotations. Interested persons may identify their interest and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
