We have a requirement for a contractor to design, implement and operate a Range Safety Program at U.S. Army Yuma Proving Ground (USAYPG). The program will include training, assessments, an Alcohol and Drug Abuse Educational and Referral Program, and other activities required to ensure that accidents on the range are minimized. As part of this program, your on-site person will serve as a member of the Installation Prevention Team that responds to potential crisis and violence situations. This solicitation is being issued as a request for qualifications. The initial contract will be for the development of the safety and educational program. 30 days is allowed for this process. During this type you will provide personnel to work with our personnel in configuring a program that will meet our objective of minimizing accidents on the range. You are required to submit a firm-fixed-price for this effort. Our goal is to begin implementation of the program 1 Jul 00. We estimate that the program should cost about$12,500 per month. An actual firm-fixed-price will be re-determined after the program is developed and approved. This requirement is being solicited as a 100% small business set-aside.
