Management Agency (FEMA) currently has a requirement for, "Development,
Definition, and Implementation of Analytical Methodologies and
Procedures" pertaining to the fire situation in the United States, and
issues related thereto vis- -vis the National Fire Incident Reporting
System (NFIRS). Deliverables generated from this requirement will be
of a complex nature, definitively incorporating established
methodologies with newly developed approaches related to fire data
analysis, primarily at the national level. General processes involved
in the execution of these services will involve extensive research of
the fire situation in the U.S., including development of innovative
approaches to assessing problems. Institutional knowledge of the
history of NFIRS will be incorporated with emerging issues,
particularly associated with the new version of NFIRS, 5.0. The Offeror
will be asked to move quickly and decisively, with the ability to
develop and rigorously defend methodologies implemented in analyses.
Drawing on existing and emerging modes of analyses, the Offeror will
develop and explore new areas of fire data research. Small business
firms who feel they are qualified must demonstrate the ability to
perform the following services, under conditions and standards
specified: 1) one (1) annual fire report suitable for publication and
national distribution which provides an in-depth overview of the
nation's fire problem and trends, of a scope similar to previous annual
reports (see http://www.usfa.fema.gov/nfdc/fius11th.htm) address
contained herein this announcement; 2) one (1) document, possibly in
two volumes, that will definitively address NFIRS data history,
background, and technical issues of interest to subsequent analysts of
NFIRS data collected under software releases prior to version 5.0,
including NFIRS 4.1 to 5.0 conversion issues as currently anticipated;
3) fifty (50) short (2-3 pages each) fire related topical reports of
robust analytical nature, for which timeliness is a premium; 4) twelve
(12) fire issue research proposals that will lay the foundation for
and aid in defining future fire data analysis efforts, focused on
developing new approaches and methodologies for describing the fire
situation in the U.S.; and 5) four (4) in depth analytical reports
providing definitive research and reporting on critical issues
pertaining to the fire situation in the U.S. interested firms must
submit three (3) copies of their capability statement demonstrating
that they possess the experience and resources to perform all the above
services. You must also address the following criteria: 1) the number
and type of personnel offered to support the requirement, including
evidence (i.e., published journal articles, other related government
contracts, college transcripts) of their professional experience and
qualifications in fire data analysis at the national level.
Particularly important is evidence of expertise in issues pertaining to
existing methodologies in fire data analysis, and how these willbe
affected by the implementation of NFIRS version 5.0 at the national
level. Sufficient depth of professional staff is necessary to ensure
timely completion of these services; 2) Demonstrate corporate ability
and experience in management and analysis of large, complex relational
databases; 3) Demonstrate corporate ability and experience in
providing professional document preparation and layout services; 4)
Demonstrate either the existence of working relationships with other
fire service agencies/stakeholders, including but not limited to CPSC,
CDC (NIOSH), NFPA, NASFM, NFIC and others as appropriate, or a
familiarity and/or capability to successfully forge such professional
working relationships. This synopsis is for information and planning
purposes. The Government will not pay for, or otherwise reimburse the
respondents for any costs incurred in preparing information to be
submitted in response to this synopsis. The applicable SIC Code for
purposes of this requirement is 8742, having a small business threshold
of $5.0 million. All responses to this small business sources sought
synopsis must be received by close of business, on April 14, 2000. If
the evaluation of responses submitted results in a determination that
no small businesses are capable of providing the full range of services
necessary, the Government shall proceed with synopsizing and issuing a
request for proposals on an unrestricted full and open competitive
