This is a notice of intent to issue a Request for Proposal on a noncompetitive basis in accordance with 10 U.S.C. 2304(c)(1) -- "Only One Responsible Source", to Wharton Worldwide Services, POB 723, Parksley, VA 23421 for a five month extension, July 1, 2000 through November 30, 2000, with three one-month option periods through February 28, 2001, under contract NAS5-32263. This proposed custodial support is necessary for continued custodial services at GSFC, Wallops Flight Facility. The current custodial services contract is scheduled to expire on June 30, 2000. Custodial services will be included in the Wallops Integrated Contract Consolidation (WICC). This proposed extension will allow for completion of this follow-on requirement that is included in the WICC. Competition of this contract is not possible due to the short duration of the service period. Award of this extension to other than the incumbent would likely result in disruption of services. Continued services with the incumbent contract are considered necessary for orderly and effective custodial activities. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the GSFC/Wallops Flight Facility and individual identified point of contact not later than 4:30 p.m. local time on April 20, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government.
