SSA-RFP-00-0242: Rewrite of the SSA Handbook.. SSA has a requirement
for contractor services to rewrite the Social Security Handbook (SSH).
The Social Security Handbook is a comprehensive description of the
Social Security programs. It is currently published on the
intra/internet and paper. The paper version contains about 596, 8 1/2
X 11 pages of text consisting of paragraphs and tables, no
illustrations. The contractor will be expected to provide the necessary
personnel, materials, services and equipment to perform all tasks
necessary for, or incidental to, rewriting the SSH in accordance to the
plain language guidelines for government agencies as described on the
National Partnership for Reinventing Government's Web site found at
http://plainlanguage.gov. The contractor will also be expected to
deliver the SSA approved final document in 3 formats -- paper,
Extensible Markup Language (XML), and Microsoft Word. The contractor
will receive the complete Social Security Handbook manuscript in paper
and on 3 1/2 X 5 diskettes in MS Word format. Both versions of the
manuscript will contain the markup of revisions to the 1997 edition.
The following list includes but is not inclusive of the task required
of the contractor to produce the year 2000 Social Security Handbook.
Provide staff experienced in writing and editing documents in plain
language, and online document design. Provide staff experienced in XML
and MS Word. The final SSH product shall consist of a paper version
(camera copy) and the electronic versions in XML and MS Word format.
The Microsoft Word version must make consistent use of a style sheet
which includes styles for all hierarchical elements (e.g., chapters,
sections, etc.) and all paragraph styles and lists used in the
document. All cross-references must be shown as hyperlinks in the Word
document. The XML version must be consistently tagged according to an
XML Document Type Definition (DTD) which includes tags for all
hierarchical levels, paragraph and character formats, lists,
tables,cross-references, tables of contents, and index entries. The XML
version must also include a style sheet showing how the various
elements should be presented. The contractor will ensure that all
cross-references and index entries have valid targets; e.g., if the
index entry or cross-reference refers to a particular section, that
section must exist in the document. Completed copies shall be submitted
within 24 weeks of the contract award. with a 99.9 % accuracy rate. The
current version of the SSH is available online at www.ssa.gov/about.htm
Any organization which believes it has the relevant experience,
personnel, facilities, systems, etc. to perform the described tasks
should submit a written request to the Contracting Officer within 10
business days from the publication of this announcement requesting a
copy of the solicitation. Requests received after this date will not be
honored. The RFP is scheduled for release on or about April 13. This is
