The 30th Space Wing, Vandenberg AFB, CA soliciting offerors for rental
and contractor: To supply all equipment and labor to install, test, and
operate all equipment stated below, for the purpose of providing video
projection systems, rear-projection screens, and support platforms for
the "Guardian Challenge" 2000 opening ceremonies and banquet ceremonies
at the 76th Rescue Flight hangar, Vandenberg AFB. This is a combine
synopsis/solicitation for a commercial item prepared in accordance with
the format in subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation, quotes are being requested and a written solicitation
will not be issued. The solicitation number is F04684-00T0508 and will
be issued as a request for quotation. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition circular 97-16. This acquisition is a 100 % set-aside for
small business participation only. The SIC Code is 7359 and size
standard is $5 million. There will be one contract line item, one job,
with 9 TASKS for this acquisition as follows: The contractor shall
provide all necessary tools, parts, materials, facilities,
transportation, and supervision necessary to provide the installed
equipment including items requiring rental to ensure system is
operational by deadline as stated in TASK 2. TASK 1. By direction of
the government representative(s), identified by the contracting
officer, the contractor shall, upon approval of said representative,
install, setup, and operate video projection systems and screens in a
manor to best provide dual screen presentation coverage within the 76th
Rescue Flight hangar for approximately one thousand people for Guardian
Challenge "2000". TASK 2.Installation of the said systems shall be
installed and operational by (8:00 AM) 29 April 2000, loading out on or
about (10:00 AM) 5 May, 2000. Proposed setup is scheduled for 28 Apr
2000. One technician shall be on site 29 Apr 2000 for the purpose of
correcting technical problems and operating said equipment by direction
of the government. One technician will be on site 4 May 2000 for
scheduled performance. TASK 3. LABOR: The contractor shall provide all
technical knowledge required to install and tear down all equipment
provided by the contractor. Lift support will be provided by the
government for the placement of video projectors on to the support
platforms and the hanging of the rear-projection screen from the truss
hardware. The technician will be available on a standby basis with a
response time of 3 hours in case of an equipment failure for the period
of 30 April-4 May 2000. Contractor will supply government with a name
and pager number of person on call for the time period of equipment
rental. TASK 4. EQUIPMENT: The contractor shall provide, but not
limited to, all equipment listed herein. TASK 5. VIDEO PROJECTION
SYSTEMS: The contractor shall provide, but not limited to, all items
listed herein for video projection of four separate NTSC composite
video signals (one distinct signal per screen, government provided).
The contractor shall provide the following items (or equivalent): 04
ea.- Barco BD 9200 Projectors including, dual frames, internal
shutters, scan converter/line doublers, adjustable lens shift, remote
controls, composite & RGBS input cards. 04 ea.- Barco lenses (2
suitable for a 30 foot projection rear throw to fill a 15x20 image
area, 2 suitable for a 22 foot rear projection throw to fill a 10 foot
vertical height on a shared 10x30 screen. 02 ea.- Stands for
projectors (bottom of 15x20 screen will hang 5 feet above
floor)(Scaffolding will be provided by the government for the two
center projectors) TASK 6. The contractor shall provide all necessary
power distribution for projectors and racks, input cables, video,
control and power distribution and an operating technician for the days
specified above in Para 1.2 for said video projection systems. TASK 7.
REAR PROJECTION SCREENS: The contractor shall provide, but not limited
to, all items listed herein. The contractor shall provide the following
items (or equivalent): 01- ea. 10' x 30' fast fold rear projection
screen with frame and dress kit. TASK 8. The contractor shall provide
all necessary hardware to hang screen and associated dress kit from the
provided truss assembly. TASK 9.Delivery/installation /removal cost for
the above mention items. Contractor shall show breakdown cost for each
task item and provide a complete total price for the job listed above.
The Provisions at FAR 52.212-1 "Instructions to
Offerors-Commercial,"with the following addenda applies to this
acquisition: Offerors shall submit past performance data consisting of
three recent and relevant contracts with their offer. The provisions
at FAR 52.212-2 "Evaluation-Commercial Items" applies to this
acquisition. Insert in Para (a), "The following factors will be used to
evaluate offers, (1) price and (2) past performance. Offerors must
submit with their quotes a completed copy of the provisions at 52.212-3
