The work includes but is not limited to provideing supervision, labor, plants, equipment, and materails required to remove 85 percent of the rubber and paint buildup from 100 percent of the rubber and paint covered areas in accordance with ETL 97-17: Guide Specification for Rubber and Paint Removal Roadway and Airfield Runway Pavements. The contractor shall also furnish all materails, labor, equipment, transportation, and supervision to prepare and pepaint the airfield markings for the outside, center and inside runways at Laughlin AFB and the auxiliary runway at Spofford Airfied in accordance with ETL 97-18: Guide Specification for Airfield and Roadway Marking, ETL 94-01: Standard Airfield Pavement Markings schemes. The markings to be repainted include the runway centerline, threshold bar, threshold markings, runway designation, touchdown zone, fixed distance markings, and displaced threshold markings. Work is to be accomplished on taxiways, runways and aprons at Laughlin AFB and Spofford Airfield, TX. All other construction as it appears in the contruction documents shall also be included in this project. Contractors will be solely responsible for obtaining amendments from the internet to update their files. This solicitation is issued as full and open competition. The applicable small business size standard for interested small business concerns including their affiliates is not more than $17 million in average annual receipts for the preceding three years. The standard industrial classification code is 1611. The Guaranteed minimum for this project is $100,000 for the life of the contract. The maixmum established for thisproposed procurement is $3,000,000. The contract period is the basic year plus three option years. Telephone requests will not be honored.
