PROCUREMENT ACTION IS A 100% SMALL BUSINESS SET-ASIDE. The Federal
Bureau of Investigation (FBI) has a need for utility installations,
excavation, and site-work repairs at the FBI Criminal Justice
Information Services Division (CJIS)located in Clarksburg, West
Virginia. Work shall include, but is not limited to: civil,
architectural, structural, mechanical, and electrical work. Phase 1 of
the work will consist of excavating and replacing three (3) valve box
extension sleeves with one piece casing. Phase 2 of the work will
consist of excavating, installing piping, bedding, and lift station and
road crossing for connection of CMT Building Sewer into Manhole #28;
excavating, installing piping, valves, fittings and roadbed drilling
and jacking, including under road casing for 6 inch PVC Fire Protection
Piping to CMT Building; Type A Inlet and drain piping to tie into
existing manhole, as shown for drainage problem at West side of
Visitor's Parking lot; and Repair of the East Drive Shoulder (sta 84+50
to sta 85+15). The Government estimates the magnitude of this
procurement between $100,000 and $250,000. Tentative release date for
the solicitation is April 14, 2000. A Pre-Bid conference and site
investigation are tentatively scheduled for Wednesday, April 26, 2000,
at 10:00 a.m. local time, at FBI CJIS Division, 1000 Custer Hollow
Road, Clarksburg, West Virginia 26306. A 72 hour advance notice is
required to attend the conference and site investigation. Because of
security requirements, interested parties must furnish the Names, Date
of Birth, Place of Birth and Social Security Numbers of the
individuals who will be attending the site investigation and pre-bid
conference. This information is required by close of business April 20,
2000. This information may be sent by facsimile, to the attention of

The FBI reserves the right to deny entrance to any individual who's
name was not furnished to the FBI prior to the close of business April
20, 2000. Bid Opening is tentatively scheduled for 2:00 p.m. local
time on May 18, 2000, at FBI Headquarters Room 10254, JEH-FBI Building,
935 Pennsylvania Avenue, N.W., Washington, D.C. 20535. Bids may be
hand-delivered to the Bid Opening, or mailed to the FBI Attn: Mr.
Ronald W. Chiodi, Room 10254, JEH, FBI Building, 935 Pennsylvania
Avenue, N.W., Washington, D.C. 20535. Mailed bids must be postmarked at
least five (5) days prior to the scheduled date for bid opening. Also,
all potential Bidders are hereby notified that due to security
requirements, Federal Express, DHL, UPS, etc. deliveries for the FBI
Headquarters facility are now received at an off-site location.
Therefore, the normal response time of 30 days has been extended to 35
days. The FBI has allowed five (5) extra days (thirty-five (35) days
from the release of solicitation) for receipt of a bid. Bidders are
hereby notified that if your bid is not received by the date/time and
at the location specified in the solicitation, then it will be
considered late in accordance with the Federal Acquisition Regulation.
Inasmuch as the FBI has allowed five (5) extra days, it is the
responsibility of the Bidder to insure that your submission is received
at or prior to the noted date/time set forth in the solicitation
document. Please reference Invitation For Bid (IFB) 932419 in your
written request. All solicitation requests must be in writing. No
telephone call requests for documents will be accepted. All requests
for copies of the solicitation must be postmarked no later than fifteen
(15) days from the date of publication of this synopsis. Any request
postmarked after the 15 days will be subject to the availability of
solicitation packages. Specifications and detailed requirements will be
furnished with the solicitation, for a deposit of $200, (LIMIT OF TWO
(2) SETs PER FIRM). Firms wishing to reserve a copy may do so by
remitting its deposit to Ronald W. Chiodi, Room 10254, JEH/FBI
Building, 935 Pennsylvania Avenue Northwest, Washington, DC 20535.
Checks should be made payable to the Federal Bureau of Investigation.
Bid sets will be issued on a first come first serve basis until supply
is exhausted. Bid sets will be sent by mail only. Deposits are fully
refundable upon return of the complete solicitation to the FBI, at the
address provided below, within 15 calendar days following Bid Opening.
Requesters MAY NOT RETURN BID SETS DIRECTLY TO THE FBI HEADQUARTER
FACILITY. BID SETS MAY ONLY BE RETURNED BY MAIL OR OTHER OVERNIGHT
DELIVERY SERVICE TO FOLLOWING ADDRESS: FBI, ATTENTION RONALD W. CHIODI,
JEH, ROOM 6875, 2400 SCHUSTER DRIVE, HYATTSVILLE, MD 20781. This
requirement will not be placed in a local area Plans Room. The
successful contractor shall be required to adhere to FBI security
requirements as set forth in the contract documents. Performance Bond
is required. In addition, the successful contractor must comply with
the registration and tax requirements for the City of Clarksburg, West
Virginia. Access to the job site shall be limited to U.S. Citizens
ONLY. Payment Bond is required if sub-contractors will be used on the
project. The Standard Industrial Classification (SIC) Code for this
project is 1542. Be advised that this project is a 100% Small Business
