TACOM-ARDEC intends to issue a Request for Project Proposals
Announcement (RPPA) for the Warheads and Energetics Technology Center
(WETC) FY00 Research and development effort in the areas of Warheads
and Energetics. The research and Development effort set forth in the
RPPA DAAE30-00-RPP-0800 was originally stated in the WETC sole source
RPPA released on 4 Oct 99 to the forming National Warheads and
energetics Consortium (NWEC). It was the intention, at that time, to
sign a Master Other Transaction Agreement (OTA) with the NWEC and issue
Project Awards for individual research and development efforts. Due to
the delays in the signing of the Master OTA, it is necessary for the
Government to issue individual OTAs for the FY00 effort under a new
RPPA. Companies/Organizations may request that their proposals
originally submitted under the 4 Oct 99 RPPA be considered for
evaluation, as is or with revisions, under RPPA number
DAAE30-00-RPP-0800. The technical areas in Warheads include blast and
fragmentation warheads, shaped charges, EFP penetrators, target effects
and lethality, warhead modeling and design, materials and materials
behavior and rapid prototyping. The technical areas in Energetics
include synthesis of energetic materials, binders and plasticizers,
propellant and explosive formulation and processing, propelling charge
design, scale-up to production, simulation of explosive phenomena,
insensitive munitions and systems and component failure analyses. The
RPPA will be electronically available, upon request by email, from the
Grants Officer, Catherine E. John-Angle, at cjohnang@pica.army.mil, on
4 Apr 00. Proposals are due electronically by 14 Apr 00. All offerors
must have a Secret clearance or be prepared to iniate the process for
a secret clearance shortly after award. All offerors must be U.S.
wholly owned firms or institutions. Award(s) will be made as a Section
