This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP), and this document serves as the solicitation. The solicitation (reference) number is W91F78-0080-0001. Contractor is to provide the following equipment: Crumbliss Alternator/Generator/Starter Tester with Inverter 12/24/32 Volt Model 2115-A, 3 PH, 20 HP or equal; Crumbliss Converter 2485-12/24 Volt, Power Pack for #2495 and 2482 or equal; Crumbliss Starter Armature Tester #2477 or equal; Crumbliss Alternator Test Lead B or equal; Crumbliss Starter Load Tester 2495 or equal; Crumbliss Alternator Test Lead BD or equal; Crumbliss Alternator Test Lead C or equal; (Delco SI Internal); Crumbliss Universal Jumper Leads I or equal; Crumbliss Alternator Test Lead XL (internal fan) or equal; Crumbliss Alternator Test Lead Y or equal; Crumbliss Test Lead 3000-18 or equal; Crumbliss Alternator Core ID Guide Book (Import) #87-401-96 or equal; Crumbliss Alternator Core ID Guide Book (Domestic) #87-403-96 or equal. (Note: Companies quoting an "equal" shall supply detailed specifications with proposal. The same company will supply all components for compatibility purposes.) List warranty on equipment. Item quantity of 1 each will be shipped FOB (Destination) to NGMO-SMT-B, 7000 Military Circle, Jefferson City, MO 65101. The Government intends to evaluate proposals and award a contract without discussion to offeror. The Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Should discussion be deemed necessary for clarification prior to award, they will be conducted either orally or in writing with only those offerors determined to be in the competitive range. The offerors will then be given the opportunity to correct the deficiencies and resubmit their offer. The Government will select the most technically, acceptable low-cost offer. All Offerors shall submit the following information: (l) Proposal addressing ability to provide the items with specifications included; (2) Date items could be shipped; and (3) Cost proposal. Include a completed copy of the provision at FAR 52.213-3, Offeror Representation and Certifications-Commercial Item. Far Clause 52.212-4, Contract Terms and Conditions applies to this acquisition.
