This notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). The Government is interested in procuring one (1)
each, Fiber Optic Delivered (Pulsed Nd: YAG Laser System). This Laser
System shall be in accordance with the following specifications: 1. The
Laser shall deliver as a minimum 5kW-peak power, and pulse energy a
minimum of 50 Joules at 10ms. 2. The Laser shall have pulse-shaping
capability and be designed for welding applications only. 3. The Laser
System shall as a minimum include, but not be limited to the
following; laser operation microprocessor control; remote pendant
controller; diode aiming laser; weld schedule programming; selection
capablities; a monitoring viewing system with a camera; cross hair
generator; interconnecting cables; built-in diagnostic capability; PLC
and datacom interface capabilities. 4. The Laser System shall include
a built-in time share and energy share functions with multiple
workstation capability from this single Laser unit for possible future
addition of another workstation. 5. The Laser flashlamp shall have the
ability to be changed quickly and easily. 6. The Laser shall be capable
of producing a weld spot size ranging from .005" or smaller to .040"
maximum diameter and shall have the capability to weld small delicate
parts of .0002" or smaller to a maximum of .040" thick. 7. The Laser
shall have a 200 micron grade index fiber optic with a 50mm focusing
head on one output and a second output with a 600 micron stepped index
fiber with a 70mm focusing head. Power shall be swithable between both
focusing heads without any assembly or disassembly of the resonator
chamber. Focusing heads shall have closed circuit TV capability. 8. The
Laser system shall have as a maximum 48"W x 36"D x 36"H Center of
Development for Radiology Health (CDRH) class 1 benchtop eyesafe
enclosure which shall include but not be limited to; front dual sliding
door access with safety interlocks; large eyesafe windows; aluminum
baseplate; rigid heavy-duty gantry for mounting for delivery optics;
interior lighting; gss cover module with pneumatic relay; power supply;
flowmeter; solenoid and nozzle and AC power strip. 9. The Laser system
shall have four (4) axis Computer Numerical Control capability (10" x
12" X,Y stage with a 4.0" +/-0.200" Stage for Z axis motion) system
with precision, high load, low profile (less then 3.0") stages,
micro-stepper motors and drive electronics with linear Encoder option
on the X Y stages with one (1) 5" rotary stage premium grade precision
head, an (X,Y) stage tooling plate and a 4 axis jog-box. 10. The Laser
system shall use a Pentium base controller capable of operating in
Windows NT environment, preloaded with Motion CNC software and a
computer cart. 11. The Laser cooling system shall use DI water, the
heat exchanger shall be able to connect to a .625" cooling water supply
line diameter and handle a minimum 2.2 Gallons/minute flow rate with
>40psi inlet pressure. Cooling water supply shall be in the rear of
the unit. 12. Service Power requirements are as follows: 200/220V
+/-10%, 3 phase 50/60 Hz and have a <20amp supply rating. 13. The
Laser welder power supply shall be no larger than 22" wide x 42" deep
x 41" tall. 14. The Laser system shall not exceed twenty four (24)
square feet of floor space. 15. The Contractor shall provide 2 (two)
complete sets of Instruction manuals in English. 16. The Contractor
shall provide Operating Instructions, Parts list, Troubleshooting guide
and the machine's electrical schematic drawing. 17. The NASA-Glenn
Research Center's Technical Representative will visit the Contractor's
facility to inspect the complete Laser System prior to shipping to the
GRC, final inspection and acceptance will take place at the GRC. 18.
The Contractor shall install the equipment on-site at the Glenn
Research Center and provide three (3) days of training on site. 19. The
warranty period shall begin after set-up. The provisions and clauses in
the RFQ are those in effect through FAC 97-15. This procurement is a
total small business set-aside. See Note 1. The SIC code and the small
business size standard for this procurement are 3845 and 500,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to GRC is required within 21 calendar days ARO. Delivery shall
be FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above are due by 4:30pm EST on or
before 4/17/2000 and may be mailed to Ronald L. Matthews, 21000
Brookpark Rd., Cleveland, OH 44135 and include, solicitation number,
FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Use attached 1449 and Representations and Certification to submit
quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

4/7/2000. Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
