E-MAIL: keelers@socom.mil, romancv@socom.mil. 58-SPEAR Communications Components for the Modular Integrated Communications Helmet Development and Production. The United States Special Operations Command (USSOCOM) has a need for the development and production of Modular Integrated Communications Helmet (MICH) communications component test items, production items and sustainment items (ref. CBD MICH Market Survey dated 15 Nov 99, Submission No: 400772). This requirement is part of significant modernization effort of the joint Special Operations Forces called SPEAR (Special Operations Forces Personal Equipment Advanced Requirements). MICH is a modular headgear system that incorporates integrated communications capability and provides ballistic (handgun/rifle), fragmentation, aural and impact protection, while being night vision, nuclear, biological and chemical (NBC) equipment compatible. The MICH will be used throughout the spectrum of Special Operations Forces (SOF) operational continuum, from humanitarian assistance and peacekeeping, to counter-terrorism and counterinsurgency, to low intensity conflict and full-scale war. The helmet development has been completed. This effort is focused on identifying commercial off the shelf communications components for integration into the helmet. The requirement will be broken out in two phases as an Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed-Price contract. Phase I will be for the procurement of approximately 30 items for developmental and operational testing to be delivered no later than 5 July 00, but will have a maximum of up to 1,000 systems that may be procured throughout the Phase I effort. Phase II will be for a maximum quantity of 10,000 production MICH communications items with spares and replacements. The government will utilize a Statement of Work (SOW) and best value procedures IAW FAR 15.101 as the basis for award. This is an unrestricted competitive procurement and the government reserves the right to make separate awards for each of the various communication components. The Standard Industrial Code is 3663 with 750 employees. The Department of Defense requires all contractors to be registered in the Central Contractor Register (CCR) to receive contract awards or payments. USSOCOM intends to release the Request for Proposal (RFP) o/a 17 April 2000, on the U.S. Army Communications Electronics Command Interagency Interactive Business Opportunities Page (IBOP) web-site. Proposal shall be due o/a 5 May 2000. The IBOP allow electronic transmittal of offerors' proposals back to USSOCOM. All parties interested in doing business with USSOCOM are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil and then select HQ Procurement Division. Registration for user ID and password will only be necessary when you are submitting the proposals to USSOCOM through the IBOP.
