Description of items: 700 MHz Fiber Optic Transmitters, 700 MHz Fiber Optic Receivers, 70 MHz Fiber Optic Transmitters 70 MHz Fiber Optic Receivers, X-Band Fiber Optic Transmitters, X-Band Fiber Optic Receivers, Chassis, Fiber Optic Jumpers, Manuals, Data Links, and Fiber Optic Accessory Kits. Physical Specifications: Size: The size of the chassis must fit in a standard 19-inch chassis. Power: The equipment shall be switchable to work with either 115 VAC/60Hz or 240 VAC/50Hz power. The equipment shall have redundant power supplies. Environmental: The equipment shall operate without degradation in an ambient temperature ranging from 0C to +50C and stored in an ambient temperature of -20C to +60C without damage. The equipment shall tolerate an environment with a humidity of up to 95% non-condensing. Interfaces: Signal Interfaces: This equipment shall provide analog signal input and output interfaces with impedance of 50 Ohms, a Voltage Standing Wave Ratio of 1.35:1 or better, and N-type connectors for the X-band and 700MHz modules, BNC connectors for the 70MHz IF modules. Optical interfaces: The equipment shall provide optical input and output interfaces with FC/APC connectors, that will operate over 1310 nm, single mode, 9/125 micron fibers. Monitor and Control interfaces: The chassis will be equipped with a RS-485 interface which permits a Government furnished computer host to monitor and control selected equipment functions. Each module and chassis will be individually addressable. Uplink and Downlink Technical Performance: Drive Distance: The up and down links shall be capable of operating over single mode optical fiber at lengths up to 10 miles. External optical attenuators are acceptable for shorter drive distances; however, all required attenuators shall be available by the contractor as accessories. Use of attenuators shall not degrade the link performance required by this specification. Passband: This X-Band equipment shall be capable of passing both single and multiple signals simultaneously between the frequencies 7.25 and 8.46 GHz. The 700 MHz IF equipment will have a center-frequency of 700MHz with a passband of 125 MHz (700 +/-62.5), and the 70 MHz IF equipment will have a center-frequency of 70MHz with a 40 MHz passband (70+/-20) Gain: The up and down links shall, at a minimum, provide an overall gain of 0 dB (Unity Gain) Automatic Gain Control (AGC) shall not be used on any fiber optic link. Amplitude Linearity: The up and down links shall maintain an amplitude linearity, or flatness, of +/-1.0 dB across the 500MHz passband. Gain Slope: The up and down links shall maintain a gain slope of less than or equal to 0.05 dB across the passband. Gain Stability versus Temperature: The up and down links shall maintain gain within +/-0.15 dB over a period of 24 hrs while operating within the boundaries of the operating temperatures. Phase Linearity: The up and down links shall maintain phase linearity of less than or equal to +/-0.1 radians across the passband. Dynamic Range: The aggregate power of all signals that shall be passed by the uplink ranges from -16dBm to -30dBm. The aggregate power of all signals that shall be passed by the downlink ranges from 0dBm to -77dBm. These signals shall be passed by the equipment while it is operating in its spur free dynamic range. Noise: The up and down links shall not contribute more than -126 dBm/Hz to the noise floor of the downlink chain of the X-Band earth terminal. Monitor and Control: This equipment shall be capable of electronic monitor and control. Equipment at both ends shall be monitored and controlled from the one Government furnished PC at the earth terminal end. Software for this capability shall be provided by the contractor and shall be MS-DOS compatible. At a minimum, the monitor functions shall include status and alarm functions for optical transmitter, optical receiver, power supplies, laser bias current and laser output power. At a minimum, the control functions shall be able to switch between active and redundant transmit modules, receive modules, and power supplies on and off line. Computer control shall be capable of overriding automatic switching; however, automatic switching shall operate with or without an active computer connected. The fiber optic equipment shall be capable of 1:1 redundant optical links. Each redundant link shall automatically switch to its backup link should a failure be detected in the optical system of the primary link. Operations: Power Auto-Redundancy: In case of failure of a power supply, the second power supply shall automatically carry the equipment load without affecting the equipment operation. Either power supply shall be replaceable without powering off the equipment or affecting the equipment operation. Signal Auto-Redundancy (optional configuration):If so equipped, the equipment shall detect optical link faults, such as failure or degradation, and automatically switch to a properly functioning fiber link. The optical transmitter, optical receiver, or optical connectorof an offline link shall be capable of being removed and replaced without affecting equipment operation. Commerciality: The equipment proposed shall be commercially available, proven technology, demonstrated by successful field operation. Modularity: The equipment will be modular, meaning that the number of links could be expanded at a future date by procuring additional chassis and link modules while using the same control system. Reliability: The fiber optic equipment with fully populated chassis and equipment cabinet be operational 24 hrs a day and provide a mean time between failure of at least 20,000 hours. Maintainability: The fiber optic system shall not require preventative maintenance other than cleaning air intake filters. The mean time to repair, with adequate on-site spares and test equipment, shall be less than 30 minutes. Logistics Support: The logistics program objective is to support and sustain the equipment operation 24 hours a day, 365 days a year with a system availability of .999% Logistics support is provided by the government. Maintenance Concept: The contractor shall provide a maintenance concept which will outline repair, replacement, and return capability for all items/units that are proposed to satisfy this requirement. This maintenance concept should include procedures for items/units while under warranty and available service contracts to extend the contractor's warranty. Warranty covered maintenance shall be performed by either the Government or the contractor at the discretion of the Government. Consumable Supplies: The contractor shall provide a complement of consumable supplies to support the equipment during the period of the warranty. Consumables are those items which, during the operation of the equipment, fail or are depleted during use and are not repairable (i.e., fuses, lamps, belts, paper, ribbons, etc.) Line Replaceable Units such as circuit cards are not considered consumables. The contractor shall submit a Consumables Supplies Recommendation List that shall address theconsumable items required to support each end item proposed during the warranty period. This list shall be contract deliverable. Tools & Test Measurement and Diagnostic Equipment (TMDE): The contractor shall provide both a recommendation list for tools and TMDE required to support on-site maintenance. Commercial Manuals: Commercial Manuals shall be packed with each of the Commercial Off The Shelf (COTS) items that are furnished by the contractor. Warranties: The contractor shall identify and make available to the Government both all commercial warranties associated with this equipment and TMDE delivered under this contract. The effective starting date for all warranties shall coincide with the date of Government acceptance of the applicable item. Packaging, Shipping, and Marking: The contractor shall be responsible for shipment of the repaired/replacement item(s) to the customer. Commercial packaging and marking of supplies shall be IAW best commercial practice.
