The National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (CSC) is issuing notice of intent to negotiate a sole source procurement with Odeh Engineering, Inc. to develop data which is to be used as the framework for a Statewide Hazard Risk and Vulnerability Assessment for the State of Rhode Island. A case study application of the framework will be applied to Warwick, RI by June 30, 2000 and then expanded statewide by June 30, 2001. An executive order signed by the Governor of the state of Rhode Island requires the state, under the leadership of the Rhode Island Emergency Management Agency (RIEMA), to conduct a statewide hazard analysis and risk assessment. The showcase state program provides a comprehensive framework for government and the private sector to prepare for and minimize the impact of natural disasters. Odeh Engineers, Inc. has previously completed extensive compilation of baseline data for the State of Rhode Island for use in the Statewide Hazard Risk and Vulnerability Assessment. This procurement is an expansion of the work conducted by Odeh Engineering and will utilize data created and owned by Odeh Engineers, Inc. Odeh Engineering has also developed a loss exceedance curve for the aggregate commercial and residential property values at risk to hurricanes for the state of Rhode Island. The curve relates the economic impact of hurricanes with their likelihood of occurrence in any given year. The Statewide Hazard Risk and Vulnerability Assessment for the state of Rhode Island will utilize the loss estimation curve for hurricanes and build upon the community vulnerability assessment module developed by NOAA's CSC to include all hazards facing Rhode Island. The community vulnerability assessment module developed by CSC can be found in Community Vulnerability Assessment Tool: New Hanover County, North Carolina. NOAA/CSC/99044-CD, CD-ROM.
