AMENDMENT 1: THE PURPOSE OF THIS AMENDMENT IS TO CHANGE THE SIC CODE
AND CORRECT CAPT WARD'S PHONE NUMBER. THE SIC CODE IS CORRECTED FROM
8711 TO 8731 PER PREVIOUS ACQUISITION. SIC CODE 8731 HAS A SIZE
STANDARD OF 1,000 EMPLOYEES. CAPT WARD'S CORRECT PHONE NUMBER IS (850)
882-8567 EXT 4654. Sources are sought for an effort to continue
support for the Deputy Director, Developmental Test and Evaluation,
Director, Strategic and Tactical Systems, Office of the Under Secretary
of Defense, Acquisition Technology and Logistics to provide support to
the Joint Test and Evaluation (JT&E) program. OSD sponsors the JT&E
program to conduct tests and evaluations and provide information
required by Congress, OSD, the Unified Commands, and DOD components
relative to joint operations. The JT&E program executes such things as
joint tactics, techniques, and procedures (TTPs) and their implication
to interoperability and equipment modernization issues. The purpose of
the program is to bring two or more Services together to evaluate
technical or operational concepts, to provide information on systems
requirements and improvements, to examine systems operability, to
develop and analyze testing methodologies, or to evaluate technical or
operational performance under the realistic conditions of interrelated
or interacting weapons systems. Models, simulations, test beds, and
various types of testing (laboratory, field test, etc.) are used to
obtain and validate data to support JT&E conclusions and
recommendations. The JT&E program is composed of three separately but
closely related activities: (1) the nomination, coordination, and
consideration of the nomination for inclusion in the JT&E program, (2)
a Joint Feasibility Study (JFS) to determine the need and feasibility
of approved nominations, and (3) the execution of those approved
nominations that show potential for significant improvements in Joint
military capabilities. The selected contractors will provide support to
the feasibility study and executionactivities. Feasibility studies are
funded and directed for six months to a year. Typically, OSD will
direct one or more feasibility studies to be conducted per year. One or
two JFSs will be chartered each year, with a requirement to execute the
JT&E within three years. The JFSs and JT&Es are conducted at various
locations throughout the United States. The nature of the activity and
the preferences of the Service/Activity which nominated the JFS or
JT&E will dictate its location. Thus at any given time, there may be as
many as 10 different activities (JFSs and JT&Es) being supported in a
wide variety of locations. Typical contractor support includes: (1)
Conduct of Test and Evaluation and Feasibility Studies, (2) Development
of Outline and Detailed Test Plans, (3) Development of Data Management;
Analysis Plans for Assessment and Analysis Plans, (4) Modeling and
Simulation expertise, (5) Field test execution, to include; test
planning and set-up, (6) Test execution, (7) data collection (including
data authentication); on-site analysis by subject matter experts, full
range of logistics, resource and administration support to the JTE,
and preparation of Test and Evaluation Reports and briefings of final
JT&E results. Administrative, resource, logistics and task management
support to the chartered organization. A responsive offeror must
demonstrate a capability to expeditiously bring together the resources
required to temporarily establish an organization, at a site anywhere
in the United States staffed with a wide range of supporting personnel
skills including: experience senior engineers, scientist and analyst,
experts in a wide range variety of Joint and service specific military
operations and equipment, instrumentation technicians, data collectors
and management personnel. For any given test, it is anticipated there
will be a core cadre of management and analyst, supplemented by varying
numbers of temporary personnel for field test support. The contractor
may be required to establish and equip temporary (test duration) office
facilities for both the contractor and Government JTF. Additionally,
this effort will provide technical capability to cover the full
spectrum of support to include independent review, analysis,
assessment, recommendations, and project, management tasks undertaken
by the Deputy Director, Developmental Test & Evaluation with respect to
test and evaluation matters. Defense-wide mission responds to a need
for independent program-level test, evaluation, engineering, analysis
and documentation in support of OSD interests. Support must focus on
issues that will influence military capabilities, systems acquisition,
systems engineering, models and simulations, and software evaluation.
The proposed services are anticipated to be obtained by indefinite
delivery/indefinite quantity, competitively negotiated contracts with
period of performance of seven years. Individual task orders will be
issued by the Contracting Officer. The target award date is Jun 02. In
addition, the Government currently anticipates more than four
contracts will be awarded, including Small Business set-aside, Section
8(a) competition, and full and open competition. To facilitate the
acquisition strategy for this procurement, your company is invited to
participate in a program office/industry team effort. One-on-one
meetings with interested companies will be scheduled during the weeks
of 1-10 May 2000. These meetings will be limited to two (2) hours and
will take place at Eglin AFB FL, time and place to be specified at the
time of the individual request. Number of presentations is limited to
21 offerors on a first come, first serve basis. Topics to be discussed
at these meetings include the requirement, associated risks,
contracting strategies, organizational conflict of interest, financial
arrangements and schedule. Marketing presentations are highly
discouraged. Casual dress attire is recommended. The results of the
meeting will affect significant aspects of the acquisition strategy and
the resultant solicitation/contract. Prospective offerors should make
every effort to participate. Companies are limited to three
individuals. Representatives must be authorized to speak
authoritatively for their company concerning all the issues mentioned

appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
Contracting Officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
process. Matters of a routine or administrative nature concerning this
acquisition should not be addressed to the Ombudsman but rather to the
Contract Specialist or the technical point of contact identified above.
