Aaron A. BoBo (202) 307-1940 The Department of Justice, using
Simplified Acquisition Procedures, FAR Part 13, intends to issue
seperate sole -- source purchase orders to Wilbert Briggs and Joyce
Brewer, both in the Washington, D.C. vicinity, to provide additional
technical support services to recommend/perform an approach to the
design, development, testing and implementation of various financial
applications on PC,LAN and Mainframe platforms interfacing to FMIS in
the Teradata environment. The work consists of maintenence, user
support, redesign and enhancement of the Debt Collection Module. It is
critical to the Department in order to comply with the mandates of the
Debt Collection Improvement Act of 1996 and it's own Five-Year Plan, to
retain the services of contractors with detailed knowledge of the FMIS,
the processes supported by the Debt Collection Management Module, the
actual code comprising the modules, and the multitude of modules
supporting other payment, accounting and management reporting
activities which comprisethe services provided to the other
organizations by the Finance Staff. This follow-on will be the final
phase of work previously performed. The cost and time to develop the
requisite technical capabilities within other contractors would result
in substantial duplication of cost that is not expected to be
recovered through full competition. Furthermore, this would delay the
completion of the new systems and seriously jeapordize meeting
deadlines. Briggs and Brewer are uniquely qualified to perform this
service by their years of experience with the FMIS, including
specifically the development of the Debt Collection Management Module.

result of this notice of intent shall be considered solely for the
purpose of determining whether to conduct a competitive procurement.

determination by the Government not to open this requirement to
competition, based upon the written responses to this notice, is solely
within the discretion of the Government. Note 26 applies.Responses must
