SOURCES SOUGHT SYNOPSIS (SSS). The Headquarters Standard Systems Group
(SSG) of the Air Force Material Command (AFMC) is conducting a market
survey to determine the existence of potential sources capable of
providing software development services in support of Increment 2 of
the Integrated Logistics System -- Supply (ILS-S) program. 1.
BACKGROUND INFORMATION: Increment 1 of ILS-S moves the legacy Air Force
supply system (SBSS) from the proprietary environment on which it
currently operates to an open environment, provides web-enabled access,
and moves the data to a relational database management system.
Increment 2 will provide functional applications (and/or components)
that will inter-operate over the Global Combat Support System -- Air
Force (GCSS-AF) Integration Framework to incrementally subsume the
functionality of the system from Increment 1. These applications will
also provide the basis for a larger Integrated Logistics System by
providing common functionality on a common framework that other Air
Force "supply" systems may use to replace/subsume current
functionality. 2. TECHNICAL INFORMATION REQUESTED: Interested firms
should respond with information supporting their specific capabilities,
performance information and experience with the following: 1)
Modernizing or replacing existing large mainframe applications into a
distributed set of software (i.e., functional components) operating on
a standard CORBA/ Message Oriented Middleware (MOM) compliant
infrastructure similar to the guidelines described in the GCSS-AF
Developer's Guide
(http://web2.ssg.gunter.af.mil/di_infrastructure/GCSS-AF_Web/Documents
/DevelopersGuide/devguide.htm); 2) Use of OAGIS Business Object
Documents (BODs) for communication between business logic components
(see www.openapplications.org); 3) Use of XML for formatting BODs (see
www.w3c.org); 4) Use of spiral development methodology utilizing
Unified Modeling Language (UML); 5) Introducing the use of data
marts/data warehousing into total solutions to enhance decision support
and data sharing opportunities; 6) Achieving performance objectives in
an integrated business object environment. 7) Modeling and simulation
of an integrated business object environment. MANAGEMENT INFORMATION
REQUESTED: The following information is requested: 1) Estimated
development, integration, operations & maintenancecosts drivers of
an integrated business object environment; 2) Costs which may be
traded-off with performance; 3) Acquisition schedule drivers for
development and integration of an integrated business object
environment; 4) Historical cost data regarding similar modernization of
legacy systems. ADDITIONAL INFORMATION: Any information submitted by
respondents to this synopsis is strictly voluntary. The Government will
not pay for any information that is submitted in response to this SSS.
This synopsis neither constitutes a request for proposal, nor does it
restrict the Government as to the ultimate acquisition approach, and
should not be construed as a commitment by the Government for any
purpose. This is a request for information and should be used for
planning purposes only. There is no solicitation available at this
time. Requests for a solicitation will not receive a response. All
interested firms are requested to submit their statement of
qualifications, along with any supporting documentation to HQ SSG/PKT,
200 East Moore Drive, Bldg 888, Room 2028, Maxwell AFB-Gunter Annex AL
36114-3000. Proprietary or restricted information should be marked as
such and will be protected and used only for the purpose of this SSS.
Responses should not exceed ten (10) pages plus attachments. Any
procurement action for Increment 2, ILS-S will be the subject of a
separate, future announcement. Firms should indicate whether they are
U.S. or Foreign owned, small or small disadvantaged or woman owned
