J -- MAINTENCE, REPAIR, AND REBUILDING OF EQUIPMENT SOL RFQ 895385 DUE 041400 POC Renee D. Dorsey, Contract Specialist, (202) 324-5821  The Federal Bureau of Investigation (FBI) has a need to remanufacture a Monarch 10" EE Precision Toolroom Lathe. This contract will be awarded as a Commercial item for services under Simplified Acquisition Procedures (SAP) as a Request for Quotation (RFQ). The Standard Industrial Classification (SIC) Code is 3541. Award will be made on a firm fixed-price basis under full and open competition. This contract shall be subject to a U.S. Department of Labor (DOL) wage determination as established by the DOL Wage and Hour Division. FOB Origin, Sidney, Ohio 45365-4609. This is a one-time buy. The remanufacturing of this equipment shall bring the existing lathe into current compliance with new machine tolerances and performance characteristics, to include the spindle speed range of 42 -- 4000 rpm, modern 7 HP (minimum) solid state, high torque spindle drive system. The Contractor shall, upon arrival at their facility, perform operational tests and measurements that will determine the conditionof the lathe and establish it to be remanufacturable. The condition of the lathe shall be fully documented and shall include; problems detected, repairs/replacements needed. The Contractor shall thoroughly check and evaluate equipment upon arrival at the contractor's facility for any uncertainties involved in performance and their possible cost impact in a written quote to the contracting officer. The Contractor shall perform the following re-manufacture services, on the Monarch 10" EE Precision Toolroom Lathe (S/N 50153): (a) All seals, gaskets, wipers, gibs, shims, shall be replaced (b) Machine lubrication components shall be thoroughly cleaned and/or replaced as needed (c) All bearings shall be examined and replaced as needed. Bearings deemed essential to achieving new machine performance standards shall be replaced (d) The bed, carriage and slides shall be reground and hand scraped to achieve alignment consistent with new machine standards (e) The headstock spindle shall be re-manufactured to achieve runout consistent with new machine standards (f) The apron worm, worm gear, rack pinion gear and shaft, half-nut, driver and drive plate shall be replaced (g) The leadscrew, crossfeed screw and nut, compound screw and nut and tailstock nut shall be replaced (h)The existing taper attachment and tailstock shall be reconditioned (I) The spindle drive system shall be replaced with at least a 7.5 HP (minimum) solid state drive system with a new back gear unit. The new drive system shall fit into the machine space occupied by the original drive system to negate the need for the large electrical enclosure mounted behind the headstock (j)The lathe shall be painted NMTBA #7 Gray (k) The re-manufactured lathe shall be capable of proper operation when connected to a 208 vac, 3 phase, 60 Hz electric supply (l) The lathe shall be able to achieve the certified performance and accuracy standards of a new production for a Monarch 10" EE Precision Toolroom lathe, not that of a lesser standards of a rebuilt lathe. "An award will be made to the most technically acceptable responsive offeror using a best value analysis. Best value will be determined through a trade off between technical merit and price. Technical Evaluation is more important than Past Performance, and each factor is significantly more important than price."
