The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Georgetown University under the authority 41 U.S.C. 253(c)(1) and FAR 6.302-1(b)(1) for a five-year contract for the continued collection development and outreach services of the National Reference Center for Bioethics Literature. The scope of this project includes the collection of documentary material from the Bioethics literature, particularly from those fields outside NLM s usual collection scope. These fields include law, public policy, moral philosophy, legislation and legislative reports, and relevant journalism. The material collected is to be cataloged and indexed; the indexing data are to be made available, under a separate, existing contract to NLM for its bibliographic databases. The breadth and depth of the collection must include historical material, particularly in the area of moral philosophy. Reference services are to be offered, by toll free telephone and other means to users nationally. The reference librarians on the project staff must be highly experienced in this bibliography. A clearinghouse for Bioethics course syllabi will also be maintained. The unique nature of this proprietary collection, the specialized experience of its professional staff, and the relationship to an NLM indexing data contract with Georgetown University, make competition unfeasible.
