The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) plans to award a sole source simplified acquisition to Mothers Against Drunk Driving (MADD). The purpose of this acquisition is to provide an in-depth review of secondary information to identify current/previous strategies targeted at youth to prevent alcohol use as well as any assessments/evaluations that have been done to determine the effectiveness of such strategies, and provide a final report which will synthesize findings into recommendations for creating effective messages to prevent youth from using alcohol or engaging in at-risk behaviors. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. No solicitation will be issued.
