Harpers Ferry Center, is soliciting proposals for all labor, new
materials, hardware, software, design, engineering, equipment
configuration, installation, travel, and on-site training for an
automated electronic cinema playback system for the HDTV program "The
Spirit of Yosemite", Yosemite National Park, California. The system
shall also be designed to play other programs on DVV, VHC, CD,
audiocassette, or personal computer that will be presented on an
occasional basis. The Contractor will be asked to provide optional
pricing for On-Site Service for a period of one-year. On April 18,
2000, at 9:00 a.m., a site visit and pre-proposal conference will be
held at the West Auditorium, Yosemite National Park, California. This
synopsis is issued under Part 12, Acquisition of Commercial Items of
the Federal Acquisition Regulations (FAR) -- Request for Proposal
Number RP113000038. This acquisition will be conducted under the
Simplified Acquisition Procedures authorized in Part 12 as set forth in
Subpart 13.5. The Solicitation with specifications will be posted on
our Web Page on April 4, 2000, at
http://www.nps.gov/hfc/support/rfp.htm, therefore a paper copy of the
solicitation will not be provided. Proposal submission of offers will
be conducted using a two phased approach. Phase I -- Past Performance
References and Phase II -- Technical Approach, Samples of Work, Resumes
and a Business Management/Cost Proposal. Phase I proposals should
provide past performance references for three recent contracts of
projects similar to the scope of this Request for Proposal. Projects
shall demonstrate the ability to plan, design and install remote
controllable audiovisual projection systems with multi-channel audio,
multiple control points, and multiple inputs. Phase I information shall
be submitted on or before 4:00 p.m. local prevailing time on April 21,
2000. Phase II proposals should include: Technical Approach; Samples
of Work; Resumes; and a Business Management/Cost Proposal. Information
shall be submitted on or before 4:00 p.m. local prevailing time on May
2, 2000. The following evaluation criteria will be used to evaluate
proposal submission: (1) three past performance referenced for three
recent contracts of projects similar to the scope of this Request for
Proposal. Projects shall demonstrate the ability to plan, design and
install remote controllable audiovisual projection systems with
multi-channel audio, multiple control points, and multiple inputs; (2)
Technical Approach that demonstrates the ability to integrate all
equipment into a cohesive system; (3) List of at least five projects
similar to the specifications of this contract produced by personnel
proposed. Projects shall demonstrate the ability to plan, design, and
install remote controllable, audiovisual project systems with
multi-channel audio, multiple control points, and multiple inputs; (4)
resumes that identify the background, skills, education and
professional experience of personnel (including Key Personnel)
proposedfor use under this contract including subcontractors; and (5)
Business Management/Cost Proposal. The Government anticipates award of
a firm-fixed price contract on or before June 5, 2000. The provision
