source purchase order to Outdoor Adventure Associates, P.O. Box 2043,
Crested Butte CO 91224, for development of a curriculum and workbook in
support of the Air Force_s Training Responsible Adolescents in
Leadership (TRAIL) Program and to assist facilitator at Keesler AFB, MS
during implementation of the curriculum. Reference Purchase Request
Number: F7HQFR00190100, SIC Code: 8999; size standard: $5M. The TRAIL
program consists of outdoor recreation-related activities. The
objective of the TRAIL Program are as follows: To provide activities
that utilize the diversity of each individual, and help develop
self-esteem; to provide activities where teamwork is required if group
and individual goals are to be met; to provide activities which offer
safe, healthy, non-competitive, group and individual, coeducational
outdoor experiences; to provide leadership qualities and a sense of
responsibilities in all youth associated with the program by exposing
them to the planning,implementation, and evaluation of outdoor
programs; to provide various service project opportunities for program
participants; to include both youth programs and outdoor recreation
staff members, and various, carefully selected and trained individuals
from the base and local community; to provide an outlet for one of the
most basic of all human needs, a sense of belonging; and to develop an
understanding of, and an appreciation for, the world of nature by
fostering an understanding of man_s dependency on nature, and a sense
of responsibility for conservation of natural resources. All
responsible interested sources shall submit concise documentation as to
ability to provide required service by closing date as stated in CBD
posting. Sufficient documentation must be provided for the Government
to analyze the firm_s capability to perform the required services.

Brooks at Don.Brooks@randolph.af.mil. Information submitted shall
demonstrate vendor is knowledgeable of the Air Force TRAIL Program in
addition to being able to meet the following contract requirements
which are stated in brief and are not all inclusive: (1) Contractor
shall develop and provide one-photo-copy ready of the curriculum and
accompanying workbook for the Air Force TRAIL Program to HQ AFSVA/SVPAC
by 30 Jun 00. This requirement will require research and development to
include writing and production. Services shall include identifying
philosophy, goals, and objectives of TRAIL; an implementation plan for
TRAIL; initiative game facilitation; recruiting teens; listing of
resources; outline of TRAIL meeting agenda; list of program equipment
needs; checklist of off-base and on-base resources; risk management
philosophy and plan; marketing plan; and list of potential activities.
Prior to final printing of the book, HQ AFSVA/SVPAC will conduct a
final edit. (2) Contractor shall participate in the TRAIL Introductory
and Intermediate courses to be conducted at Keesler AFB MS in April
2000 (total 14 days) as an assistant to the lead facilitator.
Contractor shall assist lead facilitator in teaching facilitation
skills, outdoor recreation skills, and leading discussions on the TRAIL
implementation plan. Prospective contractors shall demonstrate hands-on
experience with operations of the Air Force TRAIL Program for at least
2 years, proven capability to produce written educational resources,
and experience with a minimum of five outdoor activities including rock
climbing, mountain biking and kayaking. Prospective contractors shall
also submit cage code, business size status and be currently registered
in the Central Contractor Registration (CCR) System. Copy of the
