Request for Proposals (RFP) which will be published soon on the
Electronic Posting System (EPS) at Internet address
HTTP://EPS.ARNET.GOV, the Federal Highway Administration (FHWA) will be
seeking proposals for a continuation of the FHWA's Peer-to-Peer
Program. The Intelligent Transportation Peer-to-Peer Program ("Peer")
is jointly conducted by the FHWA, the Federal Transit Administration,
and the Federal Motor Carrier Safety Administration. Peer provides, to
stakeholders in public sector transportation, a convenient method by
which to tap into the growing knowledge base of experience relating to
intelligent transportation systems (ITS). The contract resulting from
the subject procurement will ensure that Peer continues to provide
such technical support to public agencies which are unable -- -- either
because of budget restrictions or lack of technical knowledge -- -- to
secure short term technical assistance that enables them to continue
their deployment of ITS. The contract awardee will need to deliver such
technical assistance in a number of subject areas, including, but not
necessarily limited to, the following: planning and program
development; operations and maintenance; resource materials location;
partnerships/cost-sharing issues; education/training/facilitation;
awareness/outreach; scoping documents; modeling and simulation; and
information technology (hardware and software) and telecommunications.
The scope of technical expertise available through Peer is
cross-cutting across two dimensions of deployment. First, the Peer
program offers technical assistance across the infrastructure program
areas: Metropolitan; Rural and Statewide; and Commercial Vehicle
Operations. This includes cross-cutting program areas such as the
National ITS Architecture and the National ITS Standards. Second, the
Peer program expertise covers the entire systems development life
cycle, encompassing Problems & Opportunities Identification; Existing
System Assessment; Concept of Operations/Information Requirements
Development; System Design; System Testing & Validation; System
Implementation; and System Evaluation & Maintenance. It is estimated
that the contract resulting from this procurement will be performed
during two base years, with three option years. Because the ENTIRE RFP
will posted at the Internet address cited above, the FHWA does NOT
plan to issue any HARD copies of the RFP to any prospective offeror.
Therefore, prospective offerors are instructed NOT to send letters or
faxes or e-mails requesting the RFP. TELEPHONED, E-MAILED, AND FAXED
REQUESTS FOR THE RFP WILL NOT BE ACCEPTED. Instead, all prospective
offerors are to obtain the RFP from the EPS. Any subsequent AMENDMENTS
to the RFP will LIKEWISE be published on the EPS at the Internet
address cited above, and the FHWA does NOT plan to mail out HARD copies
of any such amendments. Therefore, it shall be the responsibility of
each prospective offeror to closely and frequently monitor the EPS for
any AMENDMENTS to the RFP. Monitoring the EPS for any amendments to
the RFP will be absolutely essential for all prospective offerors,
since amendments usually contain crucial information. It is currently
estimated that the RFP will be posted on the EPS on approximately April
24, 2000. The "DUE" date shown above is merely an ESTIMATE of the date
by which proposals will be due. The ACTUAL due date for the FHWA's
receipt of proposals will be stated in the RFP. THIS RFP WILL BE FULL
